    Duties
    As a PROGRAM ANALYST (AM&E HUMAN RIGHTS) at the GS some of your typical work assignments may include:

    Integration of broader human rights issues into the global AM&E program including coordination across all Combatant Commands (CCMDs), Services, and Agencies.

    For contracted AM&E tasks, contract oversight and collaboration with Program Managers, Contracting Officer Representatives (CORs), and others to provide feedback to leadership on the contractors' ability to contribute to AM&E through high quality products and processes.

    Research, development, and oversight of the implementation of standard methodologies, frameworks and templates to address continued and emerging initiatives related to assessing the performance and effectiveness of security strategies, programs, policies, and engagements related to human rights.

    Integration and standardization of human rights AM&E processes and information into SC Planning, Socium capabilities, Working Group agendas, Strategic Messaging, and Security Assistance Management Manual (SAMM) revision, AM&E curriculum development, and competency management of the SC AM&E workforce.

    You may qualify at the GS-14 grade level, if you fulfill the following qualifications:

    One year of specialized experience equivalent to the GS-13 grade level in the Federal service:


    Researches, develops, and oversees the implementation of standard methodologies, frameworks and templates to address continued and emerging initiatives related to assessing the performance and effectiveness of security strategies, programs, policies, and engagement as related to human rights.

    Provides leadership, expertise, and advice on management, development, and integration of broader human rights issues into a program.
    Develops and provides guidance and authoritative advice on the implementation of strategic plans for the evaluation of USG-funded and partner-funded Security Cooperation (SC) programs, policies, and projects leading to the identification of best practices and implementation of effective SC strategies

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

    Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

    You will receive credit for all qualifying experience, including volunteer experience.

    Substitution of education may not be used in lieu of specialized experience for this grade level.
