Duties:


DUTY 2:

Develops new methods for testing and evaluating the effectiveness of planning, programming, and budget actions/processes in support of major Air Force mission and operational plans.


DUTY 4:

Maintains a continuous liaison with other Air Staff, other service headquarters counterparts, and DOD offices to integrate Air Force PPBE support actions.

  • This is a TERM position NTE 48 months. In accordance with DODI Vol 2005, dtd 3/3/12, the individual selected for this position may be extended or made permanent without further competition.

  • All new DCIPS employees are required to complete a twoyear DCIPS trial period.

  • This is a TERM NTE position, and a 3 calendar day break in service (to exclude civilian and military retirees receiving an annuity) will be required prior to appointment to this position for current Federal permanent civilian employees.

Qualifications:


This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the 13 grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.


In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED:Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of Air Force 3CIT strategy and other programs in support of developing Planning, Programming, Budgeting, and Execution (PPBE), and policy, procedures, and schedules for developing PPBE inputs, including Program Objectives Memoranda (POM), Budget Estimate Submissions (BES), and Financial Planning and executions in support of major war, mobilization, and other contingency and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, issue papers, and budget documents.


Note:

Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • 1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of Air Force Cybersecurity, Cyber-operations, Communications and Information Technology (3CIT) strategy and other programs in support of developing Planning, Programming, Budgeting, and Execution (PPBE), and policy, procedures, and schedules for developing PPBE inputs, including Program Objectives Memoranda (POM), Budget Estimate Submissions (BES), and Financial Planning and executions in support of major war, mobilization, and other contingency and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, issue papers, and budget documents.
  • 2. Knowledge of military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
  • 3. Knowledge of the relationship of the various military entities involved in overall planning and execution of military operations and evaluations and the methods in which the PPBE process supports them.

Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of Headquarters level Planning, Programming, Budgeting & Execution (PPBE) oversight posturing the Air Force 3CIT portfolio to enable and conduct major operations such as Space Situational Awareness & Command and Control; Space Prot
