    The Criminal Intelligence Analyst will be a part of:

    The Employment Development Department's (EDD) Investigation Division (ID) within the Policy, Accountability and Compliance Branch investigates allegations and suspected violations of the California Unemployment Insurance Code and other laws and regulations pertaining to fraud or misconduct to protect the integrity of EDD's programs and resources.


    Under the general supervision of the Staff Services Manager I, the Staff Services Analyst assesses and monitors the criminal activities committed against the Unemployment Insurance, Disability Insurance, and Tax programs.

    Collects and disseminates criminal intelligence information for strategic and tactical purposes; creates charts, graphs and/or tables and provides a variety of technical assistance and analytical support to our sworn peace officers and Supervising Criminal Investigators.

    The incumbent determines the viability of allegations after completing screening and preliminary analysis; creates briefings to both internal and external partners and management; may participate in work groups.


    The Associate Governmental Program Analyst (AGPA), at the journey level, may conduct trainings to individuals or groups and may provide management assistance with On-the-job training.

    May serve in a Lead capacity or as a Special Point of Contact for projects or work-groups.

    Telework Option:
    This position is headquartered in Sacramento and may be eligible for a hybrid telework schedule. The successful candidate must reside in California upon appointment. The EDD supports telework and recognizes that in-office attendance is required for some essential operational needs. Employees are expected to report to their assigned worksite with minimum notification if the need arises. All commute expenses are the responsibility of the employee including parking.


    Employment information on the STD 678 MUST be complete with dates, duties, responsibilities, with contact names and phone numbers of supervisors.

    Failure to submit a completed STD 678 will result in and incomplete package. Only the most qualified candidates will be invited to interview.

    Position exists in downtown Sacramento.

    Working Conditions

    Standard work week:
    Monday through Friday, 8:00 am to 5:00 pm. For business needs, staff report to the office and telework.


    While working on-site, the incumbent works in a professional office environment, in a climate-controlled area which may fluctuate in temperature and is under artificial light.

    The incumbent will be required to use a computer, mouse, and keyboard, and standard office equipment. Will be required to sit or stand for extended periods of time at a sit/stand computer workstation. The employee can self-moderate their activity.

    Employee must be able to focus for long periods of time, multi-task, adapt to changes in priorities, and complete tasks or projects with short turn-around.

    Occasional travel may be required.

    Background Investigation Requirement

    The position(s) may require an applicant to pass a background investigation.

    However, applicants will not be asked to provide information about a conviction history unless they receive a conditional offer of employment.


    The department will make an individualized assessment of whether the conviction history has a direct or adverse relationship with the specific duties of the job and the work performed by the department.

    The department will consider potential mitigating factors, including, but not limited to, evidence and extent of rehabilitation, recency, nature and seriousness, and age at the time of the offense(s).
