    Position: Program Manager

    Program: Mission SRO Collaborative (MSROC)

    Reports to: Associate Manager of CE&O Programs

    Compensation: $66560-$73,000 Full-Time, commensurate with experience.     Dolores Street Community Services (DSCS) nurtures individual wellness and cultivates collective power among low-income and immigrant communities to create a more just society. As a multi-issue, multi-strategy organization, we work to improve lives on an individual level as well as affect broader social change by engaging in advocacy and community organizing. We work together across programs to address homelessness, lack of affordable housing, and to support immigrant rights in order to meet the complex needs of our communities and collectively address the root causes of suffering and injustice.     Program and Position Summary:

    The Mission SRO Collaborative works to improve living conditions and empower tenants in Single Room Occupancy (SRO) hotels in the Mission District of San Francisco. Program components include outreach, tenant stabilization services, and community programs - including educational and leadership development workshops on topics such as fire prevention, disaster preparedness, tenant rights, and housing justice issues. The Collaborative is comprised of DSCS as the lead agency and fiscal agent, and includes Causa Justa, Just Cause, the Mission Neighborhood Resource Center, and the Women's Community Clinic as partner agencies. The Program Manager works with MSROC staff and staff of partner agencies to carry out all program activities. We are also part of the SRO Families United Collaborative (SROFU), a citywide collaboration of community-based organizations in Chinatown, South of Market, the Tenderloin, and the Mission that serves families with children who live in hotels. SROFU works to improve living conditions, link families to needed services, as well as advocating and organizing with them for more appropriate housing options.


    Key Responsibilities:

    • Leadership and Management:
    • Lead DSCS MSROC staff and representatives from Collaborative agencies in planning, implementation and evaluation of all program components
    • Represent or ensure MSROC representation in community organizing, advocacy and civic engagement efforts affecting low-income tenants and homeless communities, including increasing affordable housing stock, promoting equitable land-use and community planning, supporting tenant rights, and other housing justice issues.
    • Maintain communication with Department of Building Inspection contract manager and other funders
    • Maintain communication with collaborative partners

    Administration and Operations

    • Develop and monitor program budget, including budgets from multiple funding sources
    • Oversee and monitor all contract requirements, including tracking deliverables reported from participating agencies and consolidating into report to funder
    • Coordinate recruitment and hiring for the program, in collaboration with Program Director
    • Supervise DSCS MSROC staff members, including staff of the Citywide SRO Families United Collaborative
    • Ensure updates to subcontracts on an annual basis, and work with subcontractors to make sure contract requirements are met

    Additional Responsibilities:

    • Serve as a liaison between the Collaborative and city agencies and advisory boards, including the Department of Building Inspection, Department of Public Health, and other relevant departments or boards
    • Serve as the program's management liaison with the citywide SRO Families United (SROFU) Collaborative
    • Represent MSROC at DSCS Coordinating Committee and All-Staff meetings
    • Maintain working relationships with community organizations that work with low-income tenants
    • Serve as a resource and referral source for SRO tenants, SRO managers/owners, and other agencies on issues related to accessing services and stabilizing SRO hotels
    • Participate in fundraising and organizing efforts as needed

    Other Organizational Duties:

    • Participate on the agency's Strategic Leadership Team and other agency committees, as needed
    • Conduct business in accordance with the DSCS Employee Handbook, exercising sound judgment and serving the best interests of the agency and the community.
    • Commit yourself to treating each community member with respect and dignity.
    • Perform other duties as assigned.

    Knowledge, Skills, and Abilities:

    Management

    • Bachelor's degree and three years of related experience in program planning and/or training or equivalent combination of education and experience
    • Demonstrated ability to create, monitor, and manage program budget
    • Two years' experience with staff supervision
    • Experience in establishing and managing administrative systems
    • Experience managing a community organizing program a plus

    Programming

    • Experience working with people from diverse backgrounds including multiply-diagnosed low-income populations, people who are marginally housed, LGBTQ individuals, people of color and persons with disabilities
    • Experience in the fields of community organizing, tenants' rights, affordable housing, supportive housing, and/or homelessness
    • Commitment to social and economic justice
    • Commitment to a community leadership development model

    Other

    • Bilingual Spanish/English (verbal & written)
    • Knowledge of Microsoft Office programs such as Word, Excel and Outlook
    • Excellent skills in written and oral communication, conflict mediation, and meeting facilitation
    • Ability to work independently and manage time effectively
    • Ability to work some evenings and weekends as required by program needs
