    POSITION SUMMARY:


    Performs professional and senior technical level administrative support tasks essential to the successful operation of the Howard County Department of Police Employment Services Division, under an administrative or technical superior.

    Work involves a significant amount of data collection and maintenance, analysis preparation of ad hoc reports and requires a high level of skill and advanced technical knowledge and the ability to navigate standard and non-standard computer software programs independently.

    Responsible for the purchasing, inventory, and distribution of confidential test and promotional materials, and handling sensitive, confidential documents.


    STARTING SALARY HIRING RANGE:
    $ $30.53

    $57,984 - $63,508


    • Length of hiring process: Hiring process will take 2-4 months.

    CLASS DESCRIPTION:


    Performs senior technical level administrative support work, which may include supervisory responsibility, under general supervision from an administrative or technical superior.

    Work typically involves administrative, technical and para-legal work providing staff assistance to various Boards; or administrative secretarial or constituent services work assisting the County Executive, the State's Attorney, the Chief Judge of the Fifth Judicial Circuit, Chief of Staff or the Chief Administrative Officer.

    Assumes responsibility for clerical procedures and office operations; maintains executive calendar and appointments. May supervise a support staff.

    Work at this level may include independent responsibility for a difficult and complex administrative or clerical process not requiring the attention of a professional or technical expert.

    • Maintains countywide employee position control system including update and verification of data and preparation of routine ad hoc reports. Ensures consistency within all applicable databases and systems (Telestaff, Personnel Access database, County position control). Tracks position inventory for the department.
    • Operates within NEOGOV, the county's online hiring system, and maintains the personnel requisition process. Attaches hires to requisitions for County approval.
    • Assists with gathering and compiling information for recurring reports (Recruitment Report, Workload Assessments, CALEA Data Tables, etc). Maintains department's organizational chart for use and dissemination (MS Publisher).
    • Completes Employment Services Division accreditation files (30+) and CALEA data tables on an annual basis.
    • Administers quarterly random drug screening program and periodic promotional drug screening.
    • Drafts memoranda and letters for own or supervisor's signature.
    • Coordinates Promotional Process logistics and sits in on process events to oversee vendor activity, to include soliciting and confirming sworn assessors from external agencies, coordinating meals, hotels, personal accommodations.
    • Maintains relationships with agency contacts to fulfill requests.
    • Secures testing locations and equipment. Purchases and maintains confidential test materials.
    • Coordinates annual flu shots and other emergency health scheduling for police employees, to include coordinating with Howard County Health Department, scheduling EMTS testing location sites, and communicating with other divisions within the department.
    • Responds to surveys and requests for data from outside law enforcement agencies and Public Information Act requests.
    • Provides support for the ESD Manager and other members of the Division as needed.

    SUPERVISORY RESPONSIBILITIES:
    This position may have supervisory duties. Associates degree and four (4) years of related experience or equivalent combination of education and experience.

    PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:

    • SHRM-CP/SCP Certification and/or PHR/SPHR Certification.
    • Thorough knowledge of police policies and procedures, including recurring ESD project timeline.
    • Ability to gather and compile complex data to meet the needs of Analysts and Command Staff.
    • Ability to maintain confidentiality.
    • Ability to communicate effectively, both orally and in writing.
    • Skill in organizing, carrying out, and maintaining controls over complex operations.
    • Skill in making arithmetic computations with speed and accuracy.
    • Ability to make decisions and devise effective procedures.
    • Ability to maintain records and reports.
    • Ability to establish effective working relationships with others.
