    WHAT OUR TEAM DOES WITHIN THE ACADEMY

    Child Welfare Development Services (CWDS) provides workforce development, organizational support, technical assistance and capacity building for the public child welfare staff of Southern California counties. These services include coaching, simulation, classroom training, eLearning and evaluation services that provide development opportunities for new social workers, the existing workforce, supervisors, managers and executive level leadership as well as community partners and multi-disciplinary partners working closely with child welfare agencies.

    Cultural Responsiveness Services Program (CRS) provides unique learning experiences that allow participants to explore cultural differences, recognize potential individual and organizational biases, and practice culturally responsive behaviors through facilitated discussions, coaching, and simulation. It is designed to create a space for self-assessment, the development of skills and strategies to identify and manage bias, and the opportunity to contribute to a project that will improve cultural responsiveness either for individual practice or within the organization.

    PURPOSE OF THE POSITION

    Under the general direction of the CRS Manager the Workforce Development Specialist will develop and oversee the development of workforce learning and curriculum development that meets the needs of health and human services stakeholders. This position works closely with the Southern counties to develop workforce development curricula in various modalities (i.e., instructor-led, simulations, eLearnings, coaching products, video demonstrations, desk guides). This position will also work closely with health and human services and subject-matter experts with lived experience on the development of curricula.

    Responsibilities

    This is a 40-hour-a-week, full-time position, working M-F from 8:00 to 4:30 p.m., and is based on contract funding subject to annual renewal. The position is subject to intermittent overnight travel and work shifts outside of normal business hours including weekends and evenings. This position is based in California and is a hybrid position working some days onsite, up to 2 days/week at the San Diego and/or Riverside site and some days up to 3 days/week remote. This position is based in California with a regular on-site work location of the San Diego office.

    Note: some duties may include working with and/or exposure to sensitive/traumatic topics or material dealing with child abuse, elder abuse, and/or issues and scenarios related to mental health, substance use, or racism.

    PROJECT MANAGEMENT (35%)

  • Work closely with the CRS Consultant to identify curriculum and workforce development needs for the county stakeholders
  • Oversee the development and/or revision of curriculum and workforce development projects
  • Monitor progress toward project goals, priorities, and major work schedules
  • Identify, recruit and develop scopes of work with subject matter experts/consultants, curricula developers and facilitators
  • Evaluate subject matter experts (SMEs), provide feedback as appropriate, identify development opportunities
  • Pilot, evaluate and implement workforce development materials and curriculum in a variety of modalities
  • CURRICULUM DEVELOPMENT (20%)

  • Facilitate pre-assessment meetings with county stakeholders and subject matter experts to provide content for curricula
  • Conduct qualitative coding of data collected from pre-assessment meetings and develop topics and learning objectives for curricula
  • Identify subject matter expert curriculum developers
  • Develop, revise and review workforce development curricula and deliveries to meet regional and/or statewide needs as appropriate
  • Maintain current workforce development class materials, making modifications as indicated by curriculum advisory committee(s), subject matter experts, and stakeholders
  • Participate in Academy's evaluation efforts with the CRS Consultant, to inform the development and implementation of appropriate evaluation plans
  • LEARNING EXPERIENCES, MEETING FACILITATION AND COACHING (20%)

  • Create, convene and facilitate workgroups and meetings with stakeholders to ensure effective coordination and collaboration
  • Deliver approximately 12 days of classroom deliveries per year
  • Provide Lead Facilitator role for Simulation Days
  • Provide individual and group workforce development coaching to learners as determined by deliverables, as needed
  • PROGRAM ADMINISTRATION AND COORDINATION (10%)

  • Develop and maintain strong, positive, collaborative working relationships with county, regional, and state stakeholders
  • Demonstrate political acumen
  • Manage stakeholder communications
  • Work closely with members of the CRS program to market workshops deliverables
  • HEALTH AND HUMAN SERVICES PRACTICE IMPROVEMENT INITIATIVES (10%)

  • Stay abreast of current and emerging health and human services initiatives and issues at the county, regional, state and national levels
  • Participate in workforce development evaluation and research
  • Serve as a liaison with key stakeholders to develop strong partnerships, identify workforce development needs and to identify subject matter experts
  • Maintain active involvement with regional and statewide workgroups
  • OTHER DUTIES AS ASSIGNED (5%)

  • Participate in Academy committees or workgroups and in Academy-wide meetings, trainings and special events
  • Perform other duties as assigned which are in the best interests of the Academy for Professional

  • Knowledge of adult learning theory, instructional design, and current workforce development trends
  • Ability to develop curricula in a variety of modalities

  • Qualifications

    Minimum Qualifications

  • Equivalent to a bachelor's degree in Social Work or related field (e.g. public health, psychology, behavioral health etc.)
    -OR- Additional experience may be substituted for the required education on a year for year basis.
  • Three (3) years of previous experience related to Health & Human Services.One (1) year of experience leading or coordinating a program within the Health & Human Services or Behavioral Health fields and/or supervising employees. (A master's degree may be substituted for years of experience, up to two years)
