    Job Description and Duties


    The Office of Equal Opportunity's Civil Rights and Education Equity Monitoring Unit ensures compliance with state and federal civil rights and equity laws, policies, regulations, reporting requirements, rules, and statutes in the delivery of education services.

    This is accomplished through the statewide implementation, enforcement, and monitoring of local educational agencies' (LEAs) civil rights policies, practices,and procedures.

    Under the direction of the Staff Services Manager I, the Associate Governmental Program Analyst perform complex and technical duties, including:


    • Conducting civil rights compliance reviews of LEAs, which includes LEA staff interviews, reviewing evidence of compliance, and analyzing appropriate legal requirements.
    • Preparing thorough written findings and identifying compliance violations and corrective actions.
    • Facilitating and monitoring the timely resolution of compliance violations.
    • Providing ongoing guidance and technical assistance to LEAs on civil rights and equity policies, practices, and procedures.
    • Providing in-depth compliance training to LEA staff.
    CDE headquarters is located in an ideal location across the street from the California State Capitol in downtown Sacramento.

    TELEWORK OPTION


    This position is headquartered in Sacramento and may be eligible for a hybrid telework schedule for eligible applicants residing in California.

    A hybrid telework schedule includes working remotely and physically reporting to the office.

    STATEMENT OF QUALIFICATIONS
    Interested individuals MUST submit a Statement of Qualifications (SOQ) with their application. Resumes, letters, and other materials do not take the place of the SOQ.

    The SOQ should have a title of "Statement of Qualifications, Your Name," be no more than 2 pages, no smaller than 12-point font, and address the following:


    • Explain your interest in working as a compliance monitor in civil rights and education equity for California's schools and school districts.
    • Describe your experience in the research, interpretation, and application of laws, regulations, and statutes. Explain how you communicated the information to (a) the general public and (b) other government agencies in the past.
    • Describe your experience assuming projects that you did not start but were required to close out. How did you manage your time to close out the projects while completing your daily assignments?
    Resumes and cover letters do not take the place of an SOQ. Applicants who do not submit an SOQ or do not follow the writing prompts will not be considered.
