    • Currently in Mental Hygiene Program Evaluation Specialist 3, Grade 23 titleor
    • Eligible for 70.1 or 52.6 transfer by way of current permanent status in a title deemed comparable to a Mental Hygiene Program Evaluation Specialist 3 by the Department of Civil Service.

    PROVISIONAL QUALIFICATIONS:

    • A bachelor's degree plus three years of program evaluation experience in a human services settingQualifying program evaluation experience is considered to be professionallevel experience in which your primary responsibility is the design, modification, and/or utilization of data collection instruments and processes; conducting analysis; and the preparation of reports and other documents; all for the purposes of assessing program operations, improving program effectiveness and efficiency, and informing future program development.

    Such experience would include the following activities:

    determining or assisting in the determination of appropriate performance indicators for a program or organization; reviewing organizational performance to determine the level of compliance with the standards of oversight agencies; leading, facilitating, or participating in root cause analysis, failure mode and effect analysis, and performance improvement projects; designing and/or using existing outcome measurement instruments and processes; collecting, aggregating and analyzing data and presenting the results of the effort in reports and other documents; designing, modifying, and/or analyzing the results of client satisfaction surveys; collecting and maintaining monthly and quarterly data for regulatory bodies such as the Joint Commission; leading and/or participating in accreditation reviews and survey-readiness activities; and investigating critical incidents to identify deficiencies, patterns and trends, and in order to recommend remedial actions.

    Non-qualifying program evaluation experience includes, but is not limited to, conducting assessments of individual clients' needs, evaluating individual clients' outcomes, or administering psychological tests to individual clients; non-professional-level experience (e.g., secretarial or administrative support activities, even if the experience is gained in a qualifying program evaluation unit); or experience in which program evaluation responsibilities did not represent the preponderance of your duties (e.g., experience supervising or managing a clinical program area, in which you evaluated the effectiveness of your own program or used the reports and/or data prepared by program evaluation staff to improve day-to-day operations).A human services setting is considered to be any organization or institution that provides direct care or support services for individuals, families, or groups in a hospital, psychiatric hospital, psychiatric clinic, community mental health clinic, nursing or rehabilitation facility, correctional facility, intermediate care facility, institutional or school setting, or community based residential and/or day program.


    Substitution:
    A master's or higher-level degree can be substituted for one year of non-supervisory experience.

    GENERAL DUTIES AND RESPONSIBILITIES:
    This position reports to the Director of Quality Management.

    This position is responsible for overseeing Capital District DDSO Medicaid Compliance program, HIPAA compliance, TABS billing & claiming, CHOICES Coordinator for Capital District DDSO, act as Language Access Liaison, fulfills requests from Counsel's Office, Health Information management, assists with the EHR implementation, Records management, and sits as Capital District representative on various Statewide committees.

    This position will oversee projects and review the results of implementation, review compliance, and provide feedback reports to Management to evaluate the effectiveness of these procedures, with recommendations for changes/enhancements when indicated.

    This position will supervise assigned staff, including, but not limited to the Medicaid Compliance Liaison, HIM staff, and assigned administrative support staff.


    SPECIFIC DUTIES:

    • CHOICES: DDSOO Coordinator/DDSOO DDP Processor roles are contained in the HIM Department; Provides CHOICES updates to state staff and voluntary providers already trained; Provides technical assistance to state staff and voluntary providers experiencing difficulties; Process information through CHOICES; Approve user access requests; Establish standardized processing with other DDSOOs
    • Health Information Management:
    Monitors changes in legislation that affect health information Management; Serves as internal consultant on HIM issues; Provide training in documentation requirements; Department Analysis; maintain legal files; Clinical Records; Maintain records from voluntary Providers and clinics that have closed; Record Retention; Record Confidentiality/Safeguarding/Document Recovery; Record retrieval for audits/ROI/internal requests for information; Record Intake/File Conversion/Death Packets; Release of Information; Processing FOIL requests; Admission/Termination Process; Diagnostic and procedure coding, Internal Controls and Audits; Staff Supervision and Training; Coordinates requests for access to records; US Census Liaison; Policy and Procedure Development (HIM and Facility-wide); Create reports for department heads; Medicaid Compliance

    • Medicaid Compliance Liaison backup:

    o OMIG/PERM (CMS) DDSOO Contact (OMIG, CMS, OAS, OPWDD MCU, and CFR)? Responsible for the collection, organization, and response to OMIG and CMS with the assistance of an appointed DDSOO Quality Assurance Liaison.

    ? Ensures all responses are reviewed by Central Office prior to submission.? Assists in other audits o OIG and Other Audits ? Assists in the retrieval of documents when required for all other audit functions.

    -HIPAA: Participate in EHR meetings, EHR deletions & corrections, provide support to stakeholders, and prepare reports on compliance with implementation; Liaison to OPWDD Privacy Officer; Contact for employees with HIPAA matters/issues; Contacts healthcare facilities refusing to provide information on individuals under Capital District DDSO care; Responds to inquires or issues related to Privacy rules; Monitors Compliance; Trains and retrains (when necessary) of staff; Responsible for Accounting of Disclosure; Procedure Development and Implementation; Reports and investigates breaches and violations; Consults with OPWDD Counsel when necessary; Provides assistance to voluntary providers when requested

    • TABS:
    Monitor TABS data, activity service entries (billable services); Monitors individuals movements (Census); Conducts trend analysis to identify patterns or variations in data entry/reporting practices; Provides training/instruction to staff identified as having difficulties with TABS data entry/billing rules; Ensures data integrity; Monitor, identify and resolve issues involving movements and billing; Identified and resolves issues involving activity services and billing issues; Report errors in data over 30 days to local revenue support; Create/generate reports daily, monthly, quarterly and yearly for individual departments, Administration, Voluntary agencies and Mental Hygiene Legal Service; Responsible for knowledge in Report capabilities such as report writer, Crystal reports, Access and Excel; Enrollment/Termination Processing; Monitor Access and Assign Roles; TABS Training - state and voluntary; Program code management; DDP Coordination; Liaison with voluntary agencies and Central Office; Provides technical support to fiscal liaisons in community operations for OPTS, Day Services, Article 16 Clinic, Residential Habilitation, Care Managers and PCSS; Monitor community placement project (CPP) & TABS entry; FSS & county contract roster maintenance; TABS data clean-up

    • LEGAL:
    Create & maintain litigation electronic filing system; respond to subpoena requests; certify records/documents for Legal; sequester/secure documents for litigation matters; respond to AAG requests; Organizes and prepares documents for submission; Applies scanning, indexing and encryption when preparing these documents for submission; Consults with appointed lead OPWDD Counsel in matter; Ensures Attorney/court deadlines are met

    • Committees:
    Attend assigned committee meetings (Statewide Record Retention, Medicaid Compliance Community of Practice, EHR Supervisors, Local CHOICES - DDSO, Statewide CHOICES User Group, Statewide TABS User Group, Statewide Health Information Management, Residential Opportunity Committee)

    • Language Access Liaison:
    Responsible for guiding the local LAP plan for Capital District DDSO

    • EHR:
    Assists with the EHR implementation, attends EHR meetings, provides support as needed

    • Administrator on Duty:
    Serve as AOD on assigned off hours shifts, or as needed, on weekdays, weekends, and holidays (will be discussed in the interview)
