Program Research Specialist Tr 1- A bachelor's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, mathematics, research methods, or statistics.

Program Research Specialist Tr 2- A bachelor's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, mathematics, research methods, or statistics, and one year of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data

Program Research Specialist 1- A bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics and two years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.

MQ Substitution

  • A master's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics may substitute for one year of experience.

Preferred Qualifications:

  • Experience with administering third-party tools and enterprise utilities required; experience with SQL, Python, R, Tableau, or other programming and visualization languages preferred
  • Familiarity with ITIL and Service Management principles preferred
  • Understanding of user administration principles and basic identity management preferred
  • Database architecture and data management experience preferred
  • Project Management certification or relevant experience preferred
  • Proficiency in Microsoft Office, specifically Outlook, Excel, Word. Experience with PowerApps, SharePoint, Power Automate, Teams, PowerPoint, and Visio preferred

They should possess a basic understanding of ITIL and service management, configuration of third-party tools and have the ability to build solutions using Python or low-code platforms such as PowerApps.

They should have the ability to pull/manipulate data using SQL and have an appreciation for the collection of metadata to support data service functions in the management and quality of data in the NYS Department of Health's Medicaid program.
