    ORTransfer:

    In the event that there is not a valid eligible list for this title in this location, candidates who meet the following qualifications may be qualified for a provisional appointment: - Promotion: candidates must have one year of service as a Mental Hygiene Program Evaluation Specialist - Open-Competitive: candidates must have a bachelor's degree plus three years of program evaluation experience† in a human services setting.†† †Qualifying program evaluation experience is considered to be professional-level experience in which your primary responsibility is the design, modification, and/or utilization of data collection instruments and processes; conducting analysis; and the preparation of reports and other documents; all for the purposes of assessing program operations, improving program effectiveness and efficiency, and informing future program development.


    Such experience would include the following activities:

    determining or assisting in the determination of appropriate performance indicators for a program or organization; reviewing organizational performance to determine the level of compliance with the standards of oversight agencies; leading, facilitating, or participating in root cause analysis, failure mode and effect analysis, and performance improvement projects; designing and/or using existing outcome measurement instruments and processes; collecting, aggregating and analyzing data and presenting the results of the effort in reports and other documents; designing, modifying, and/or analyzing the results of client satisfaction surveys; collecting and maintaining monthly and quarterly data for regulatory bodies such as the Joint Commission; leading and/or participating in accreditation reviews and survey-readiness activities; and investigating critical incidents to identify deficiencies, patterns and trends, and in order to recommend remedial actions.

    Non-qualifying program evaluation experience includes, but is not limited to, conducting assessments of individual clients' needs, evaluating individual clients' outcomes, or administering psychological tests to individual clients; non-professional-level experience (e.g.

    secretarial or administrative support activities, even if the experience is gained in a qualifying program evaluation unit); or experience in which program evaluation responsibilities did not represent the preponderance of your duties (e.g., experience supervising or managing a clinical program area, in which you evaluated the effectiveness of your own program or used the reports and/or data prepared by program evaluation staff to improve day-to-day operations).

    ††A human services setting is considered to be any organization or institution that provides direct care or support services for individuals, families, or groups in a hospital, psychiatric hospital, psychiatric clinic, community mental health clinic, nursing orrehabilitation facility, correctional facility, intermediate care facility, institutional or school setting, or community based residential and/or day program.


    Substitution:
    A master's or higher-level degree can be substituted for one year of non-supervisory experience.

    If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title, and your score must be reachable on the resulting eligible list, before you can be permanently appointed.

    If you do not pass the examination or achieve a reachable score, you may not be retained.

    Duties Description This position will serve as the Program Coordinator for the Bureau of Statewide Clinical Programs (BSCP) in the Division of Statewide Services.

    The BSCP oversees Article 16 Clinics and Independent Practitioner Services for Individuals with Developmental Disabilities (IPSIDD).

    The person in this position of will engage in the analysis of provided data to inform policy, service utilization, and/or management decisions related to Article 16 Clinics and IPSIDD.

    Additionally, the Program Coordinator will need to be knowledgeable about relevant regulation and practice standards as this person will be routinely called upon to reference regulatory implications in Article 16 Clinic settings.

    The position will support all BSCP programs to ensure compliance with applicable regulations and federal requirements and will provide technical support to OPWDD staff and voluntary providers.

    Duties and responsibilities include, but are not limited to, the following:

    • Work independently to perform professional, administrative, and technical duties to promote the planning, development, implementation, monitoring, and evaluation of programs and services for individuals with intellectual and/or developmental disabilities (I/DD).
    • Monitor and analyze available/provided data: - To inform and make recommendations for the Service Authorization Levels for Article 16 clinics based on need, and within budgetary parameters, at the provider level, regionally, and statewide. Regularly review reports to identify providers delivering services at expected levels, higher than expected levels, or lower than expected levels. - To inform and make recommendations for the regionally and statewide approval of IPSIDD applications, and assist with updating and gathering information on IPSIDD approved practitioners.
    • Assist the Bureau Director in working closely with other OPWDD divisions/bureaus (e.g., Developmental Disabilities State Operations Offices (DDSOO), OPWDD Developmental Disabilities Regional Offices (DDRO)), and voluntary providers and independent practitioners on Article 16 Clinic policy and transitional issues, IPSIDD topics, and other related Statewide Clinical Programs. - Engage in the analysis of available data to inform policy and/or management decisions related to Article 16 Clinics and IPSIDD.
    • Provide ongoing technical assistance, guidance, and training on Article 16 Clinics, IPSIDD and clinical organizations across the state.
    • Assist in the development or modification of policies and procedures when necessary to ensure consistency in practice statewide and initiate actions to improve the overall BSCP's processes.

    • With communication to voluntary providers, OPWDD DDSOO/DDRO staff, OPWDD Director of Nursing and Chief Psychologist to resolve clinical inquiries.
    • To provide technical assistance and advice to Central Office and OPWDD DDSOO/DDRO staff and/or voluntary providers about clinical policy and standards interpretation andimplementation, including responding to telephone calls, e-mail, commissioner's correspondence, and information line inquires
    • In the review and processing of Article 16 Clinic's Certificate of Need (CON) Applications for clinics to add or remove clinic locations or amend services being provided.
    • In the review and processing of applications for the IPSIDD and work closely with other involved OPWDD bureaus and NYSDOH.
    • In the review of data and outcomes as it relates to BSCP programs, including Article 16 Clinics and IPSIDD.
    • Assist the
    Bureau Director, the Director of the Clinical Services and Policy, and other leadership in the Division of Statewide Services, in project management related tasks.
    • Participate in workgroups or committees as directed, research existing systems, explore best practices and make recommendations that enable individuals with I/DD to receive services and remain in their home and community setting of their choice.
