COMPETITIVE MINIMUM QUALIFICATIONS:

NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).


At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.

While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.


COMPETITIVE MINIMUM QUALIFICATIONS:


Criminal Justice Program Specialist 1, SG-18: Permanent service in this title or one year of permanent competitive or 55-b/c service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law.

Criminal Justice Program Specialist Trainee 1, NS: Reachable on the current eligible list; OR Permanent service in this title or one year of permanent competitive or 55b/c service in a title SG-11 or higher and otherwise eligible for transfer under Civil Service Law.

You may be eligible for 70.4 transfer to the Trainee 1 level if you have served one year of permanent competitive or 55b/c service in a title allocated to SG-11 or higher, a bachelor's degree or higher in correctional studies, criminal justice, criminal science, criminology, forensic mental health, forensics, justice studies, law and society, law enforcement, legal studies, psychology, public justice, sociology, or a related field AND a passing score on a current or previous PCO or PATT exam.


Duties Description

  • Perform analysis of various State and local level Criminal Justice programs.
  • Coordinate with constituent agencies to ensure compliance with applicable statutes and regulations.
  • Evaluate legislative, regulatory and policy changes and assess impacts on program operations.
  • Identify areas in need of development or modification.
  • Assess statutory and regulatory compliance within areas of Division purview and examine and document complaints of noncompliance.
  • Provide technical assistance, training, and education to State and local criminal justice agencies.
  • May maintain and assist in development of program budgets and procurement contracts.
  • Develop training materials when needed.
  • Evaluate program efficacies and outcomes and propose changes.
  • Up to 10% travel may be required.

Additional Comments
Required travel is approximately 10%. Some positions may require travel to locations not serviced by public transportation.

An employee telecommuting program is available.
