Minimum Qualifications

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (
NY HELPS).


At a future date (within one year of permanent appointment), it is expected employees hired under
NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.

While serving permanently in a
NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-

COMPETITIVE MINIMUM QUALIFICATIONS:

Human Resources Specialist Trainee 1 (Testing):
You must have a bachelor's degree* or higher.

Human Resources Specialist Trainee 2 (Testing):
Either one year of professional experience
OR
A Juris Doctor, master's or higher degree in a field related to the position being filled**Human Resources Specialist 1 (Testing):Either two years of professional experience*OR

A Juris Doctor, master's or higher degree in a field related to the position being filled** AND one year of professional experience*.


  • Professional experience must be performing the duties of the full performance level position.
**Hiring agencies have discretion in determining whether a degree is related to the duties of the position


COMPETITIVE MINIMUM QUALIFICATIONS:

REASSIGNMENT QUALIFICATIONS:


Current Department of Civil Service employees with one year of permanent, contingent-permanent, or 55 B/C service as a Human Resources Specialist 1 (Testing) or Human Resources Specialist Trainee 1 or 2 (Testing).

If you have less than one year, you must be currently reachable on the Human Resources Specialist 1 or Human Resources Specialist Trainee 1 or 2 (Testing) eligible list for the Albany location.


70.1 TRANSFER QUALIFICATIONS:


One year of permanent, contingent-permanent, or 55 B/C service allocated to a Grade 11 or higher eligible for transfer and determined to be similar by Civil Service.


52.6 TRANSFER QUALIFICATIONS:


One year of permanent, contingent-permanent, or 55 B/C service allocated to a Grade 11 or higher eligible for transfer and determined to be administrative by Civil Service.


70.4 TRANSFER QUALIFICATIONS:


Current New York State employee with one year or more of permanent, contingent-permanent or 55B/C service in a position allocated to a Grade 11 or higher and who has passed the PCO exam and has a bachelor's degree* may be eligible for appointment.


SUBSEQENT 55 B/C TRANSFER QUALIFICATIONS:


A subsequent 55B/C appointment may be considered if you have one year of permanent, contingent-permanent, or 55B/C service in a position allocated to Grade 11 or higher and have a current Civil Service 55B/C approval letter.


55 B/C QUALIFICATIONS:


Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered.

To be considered, you must provide a copy of your letter of eligibility with your response.
You must meet the open competitive qualifications from the most recent examination announcement.

The open competitive minimum qualifications are:
You must have a bachelor's degree* or higher.


PREFERRED QUALIFICATIONS:

  • Background in psychometrics, educational measurement and testing, statistics, industrial/organizational psychology, public policy, or a related field
  • Experience with R, SPSS, Python, and/or database programs such as SQL or Microsoft Access
  • Intermediate level experience with Excel and/or Microsoft Office suite
  • Knowledge of statistics, mathematics
  • Experience in quantitative research
  • Ability to process and evaluate large data sets and to clearly communicate data analysis results verbally and in writing
  • Close attention to detail
  • Strong problemsolving, logical reasoning, and critical thinking skills
Familiarity with personnel testing or educational testing


Duties Description


The Testing Services Division (TSD) is responsible for the development, administration, evaluation, scoring, and validation of Civil Service tests used by 70 State agencies and 95 municipal jurisdictions to hire and promote employees.


To better serve New Yorkers and make examinations more accessible and convenient for all, the Department is implementing a new examination model known as continuous recruitment testing that will offer testing on a continuous basis with examinations held via a hybrid of online training and experience exams, multiple-choice exams via remote proctoring (online), and in state operated computer-based testing centers.

The Department is establishing 12 dedicated testing locations throughout the State to provide all New Yorkers with the ability to participate in exams, including individuals who do not have access to a computer or Wi-Fi services.
