    Description


    This posting will be used to fill a full time, permanent GIS Program Manager position in the Anne Arundel County Government Office of Planning and Zoning, Planning Division, Research and GIS Section.

    This is professional work directing one or more operational programs. This is a hybrid position based at the Heritage Office Complex in Annapolis


    NATURE AND VARIETY OF WORK


    The occupational field of program management work involves directing or carrying out assignments for one or more programs; or providing staff support to a higher-level manager directing a line program or function.

    Responsibility for contract administration is frequently included.

    The programs generally relate directly to a department's/agency's mission of providing services to County residents.


    This field of work is distinguished from management-support functions such as personnel, budgeting or other administrative-type tasks which are designed to facilitate the activities of other employees providing direct services.


    The majority of contacts are with employees in the same or other departments and agencies of the County government, State and Federal agencies, non-profit and private sector organizations.


    The purposes of the contacts, which normally are of a cooperative nature with both parties working toward mutual goals, are for coordinating or resolving program operating problems.


    An employee in this class utilizes knowledge of a wide range of program management and subject matter-program principles, techniques, functions, regulations and procedures in planning, organizing, directing and evaluating programs and/or contracts.

    Assignments may also require knowledge of and skill in using computer and automated office technology.


    The employee independently plans and carries out all aspects of program development, implementation, and evaluation advising higher-level management of program status and achievements.

    Completed work is reviewed in terms of a program's effectiveness in meeting stated goals and objectives.


    The employee adapts standard program practices and procedures to meet situations or cases not fully covered by existing guidelines, and recommends modification of current guides.

    Work outputs affect the social, physical, or economic well being of program participants or recipients of services.

    The work is primarily sedentary, performed in office environment and presents no significant hazards.

    Most employees in this class exercise supervisory responsibilities.


    This is the lead GIS position in a Section whose goal is to maintain geospatial data and databases for the Office of Planning and Zoning and to address requests for automation and integration with the Geographic Information System (GIS) in order to meet rising intra- and inter-departmental needs and to provide enhanced customer service.


    This position reports directly to the Planning Administrator and is directly responsible for the supervision of three (3) GIS Specialists and one (1) GIS Technician.

    This position requires extensive experience in the customization of GIS and other database software.(May not include all duties performed)


    The essential duties include:
    Supervising a team of four (4) GIS Specialists and Technicians.

    Maintenance and operation of complex computer systems and automation routines to capture, store, maintain and retrieve digital data.


    Extensive coordination between intra- and inter-departmental personnel, consultants, as well as, outside agencies for the consolidation of various data sources into accessible GIS databases.


    These efforts include creation of standards, development/execution of database testing procedures for confirmation of accuracy, identification and resolution of database errors, development and management of database maintenance procedures, and establishment of documentation.


    Liaising between the Office of Planning and Zoning and the Office of Information Technology for coordination of hardware/software specifications, selection, requisition and implementation, as well as coordination of data management.


    Preparation of scopes of work, design, control and management of new datasets to maintain compatibility with existing data and systems.

    Examples include address locations, zoning, development activity tracking, Critical Areas, and data pertaining to the General Development Plan and other region and master plans.

    Quality control for all planning and zoning databases; assures that they are maintained, updated and formatted to set standards.

    Provide oversight of customer service activities within the section pertaining to digital and spatial data requests from the public and other government agencies.

    Performs related duties as required.

    Graduation from an accredited four-year college or university; and four (4) or more years of experience in GIS Program Management or a program/specialization area directly related to the assignment of the position.

    Preference will be given to candidates with the following:

    Four (4) or more years' experience working with the ArcGIS Suite (ArcGIS Pro, ArcCatalog, ArcGIS Online, Portal for ArcGIS, ArcGIS Urban, Experience Builder, GeoPlanner, and ArcGIS Hub)

    Four (4) or more years' experience with SDE administration, Amazon Web Services and DBMS

    Four (4) or more years' experience with programming languages: Python, SQL, T-SQL, R, Arcade
