PROBATION:

All persons, including current City employees, selected from the eligible list resulting from this examination will be on probation for 6 months.


CLASS DEFINITION


An Energy Program Manager I plans, develops, coordinates and controls all or part of a complex energy efficiency, renewable energy, or other type of energy project from concept, design and implementation.

Work of this class may involve assigning and reviewing the work of employees engaged in the implementation of energy efficiency projects.

Incumbents receive moderate supervision from an administrative superior. Employees in this class work a conventional workweek. Work is performed in an office where working conditions are normal. Work requires mínimal physical exertion.


SELECTION PROCESS

MINIMUM QUALIFICATIONS:

EDUCATION:

Have a bachelor's degree in environmental science, economics, engineering, public policy or a related field from an accredited college or university.


AND

EXPERIENCE:

Have four years of experience developing and managing the implementation of projects in a related field, including one year with responsibility for training, assigning and reviewing the work of project engineers or program managers.

OR


NOTES EQUIVALENCIES:
Have an equivalent combination of education and experience.

A master's degree in environmental science, engineering, economics, public policy, business administration, finance, or a related field may be substituted for two years of the experience requirement.

LICENSES, REGISTRATIONS
AND CERTIFICATES


Have a valid Maryland Class C Noncommercial driver's license or an equivalent out-of-state driver's license and eligible to obtain a Baltimore City driver's permit.

REQUIRED KNOWLEDGES, SKILLS
AND ABILITIES

  • Knowledge of technical aspects of mechanical and electrical specifications.
  • Knowledge of renewable energy technologies.
  • Knowledge of the principles, practices and techniques of project management.
  • Knowledge of various funding sources and restrictions.
  • Knowledge of energy efficiency technologies.
  • Knowledge of transportation efficiency options.
  • Ability to develop energy strategies and options.
  • Ability to schedule and budget complex capital projects.
  • Ability to collect, organize and analyze data.
  • Ability to present ideas, concepts and City policy to State and Federal officials persuasively and effectively.
  • Ability to understand the relationships and interactions between Federal, State and local governments and maintain effective working relationships with government officials.
  • Ability to work effectively in a team environment.
  • Ability to independently manage and prioritize multiple projects and initiatives.
