Workforce Development Program Manager


Living Classrooms Foundation strengthens communities and inspires young people to achieve their potential through hands-on education and job training, using urban, natural, and maritime resources as "living classrooms.

The Target Investment Zone, an identified zone of programming of Living Classrooms Foundation, contains the Broadway Overlook Community Center, Under Armour House at Fayette, the P.O.W.E.R.

House, and the Park House at Patterson Park, which are major community service hubs.

The Workforce Development Department provides job-training, personal skills workshops, industry recognized certification trainings, and various workforce development initiatives at all of our centers in the TIZ for unemployed and disadvantaged adults.

The major goals are to positively impact communities with direct services; provide workforce development and job training; and increase education and service-learning opportunities.


The Workforce Development Program Manager is responsible for assisting the Managing Director of Workforce Development with all necessary duties related to the implementation of these initiatives throughout the Target Investment Zone.

In general, this includes creating/maintaining a calendar of events/activities/trainings for each of the community hubs, networking with business leaders to create employment opportunities, interacting with and promoting the program in the community, supervising any assigned career coaches, tracking all program expenses, completing progress reports, and reporting program updates to management.

The Workforce Development Program Manager reports to the Director of Workforce Development.


Summary of Essential Job Functions

  • Submit to Managing Director quarterly Board reports, monthly program updates, and all required reports for funders
  • Keep Managing Director informed of program operation and issues/concerns
  • Work in coordination with Managing Director to create employment opportunities by networking with community business leaders
  • Submit monthly data for LCF stats
  • Interact with and promote the program in the community
  • Supervise any assigned career coaches
  • Maintain regular communication with directors at each community hub and assess the needs of their participants to develop a calendar of events/activities/trainings
  • Ensure the program meets all grant outcomes
  • Ensure the program is in compliance with all grant requirements and internal policies & controls
  • Maintain effective communication with funders
  • Maintain a data collection system which compiles data on # of individuals served, demographics, # of events/trainings conducted, # industry recognized certifications obtained, employment data, and any other metrics established by the Foundation leadership or funders.
  • Track all expenses to ensure program is staying within grant line items and internal operating budgets.
  • Reconcile monthly internal financial statements and financial reports to funders
  • Submit all requests for purchases over $1,000 to Managing Director for prior approval
  • Submit all expense receipts and documentation to accounting with proper fund coding
  • Ensure staff coverage during regular business hours to accommodate walkins at the Under Armour House
  • Submit requests for Paid Time Off (PTO) to Managing Director for prior approval
  • Receive prior approval from Managing Director before attending, or sending staff to, professional development workshops or conferences
  • Work in coordination with Managing Director when developing partnerships with other organizations or businesses, as well as when seeking additional funding
  • Be available for VIP tours and meetings to promote the program
  • Such other duties as are necessary for the operations of the Foundation or as assigned by the Director of Workforce Development
