    Lawrence Berkeley National Laboratory has a new opening for a **Health & Safety Manager** to provide managerial and technical safety leadership for the Facilities Division and Projects and Infrastructure Modernization (PIM) Division. In this role, you will plan, direct, and manage the functional activities of staff that conduct health and safety investigations, manage technical programs, review construction documentation and design and develop corrective actions associated with Federal OSHA, Department of Energy (DOE), and Cal/OSHA safety regulations. In addition, you will incorporate existing and new EHS requirements into programs in a way that encourages customer acceptance and compliance. Reporting to the Health & Safety Operations Support Team Leader, this role will work to assure the Laboratorys mission meets applicable EHS, DOE orders, and other regulatory requirements through technical program planning, direction and management. * Provide managerial and technical leadership to plan and direct all activities within assigned functional areas. Lead the application of Integrated Safety Management principles in assigned functional areas.

    Serve as a supervisor within the Health and Safety Department, providing day-to-day supervision and guidance for several staff members. Identify and monitor roles, key activities, and responsibilities of direct reports. Develop meaningful performance expectations and development plans, and evaluate/manage overall performance.

    Develop and maintain an effective relationship with DOE counterparts at the Bay Area Site Office and Oak Ridge Laboratory.

    Collaborate with the EHS management team to help shape the mission and vision of the Division.

    Maintain Divisional metrics and key performance indicators to trend issues and identify improvement efforts.

    Drive improvements in Safety Culture through communications, coaching and initiatives to reduce injuries and increase employee engagement.

    Serve as institutional Owner and subject matter expert (SME) for matters relating to assigned safety program(s) and respond to inquiries from customers. Consult with other EHS SMEs as required. Identify and implement items for continuous improvement.

    Serve as the Owner of a PUB-3000 Chapter. Provide interpretation, periodic review and updates as required.

    Review and comment upon Safety Notes and Work Planning Control activities related to assigned technical programs as requested. Assist customer Divisions with development of their activities as requested. Coordinate review of Activities with Safety Subcommittees of Safety Advisory Committee.

    Provide technical assurance for assigned programs. Develop and administer a technical assurance plan. Establish Technical Assurance criteria, including conformance with PUB-3000 requirements. Implement surveys, reviews or audits as required to fulfill requirements of the technical assurance plan.

    Serve as the designated Point of Contact for the PIM Division regarding consultation and/or resolution of technical issues in the areas of industrial hygiene, construction safety and occupational safety.

    Understand the Divisions work activities, personnel, and associated hazards. Assist in hazard identification, hazard evaluation, and the development of controls appropriate to the work being performed.

    Participate in multi-disciplinary teams in support of Divisions Integrated Safety Management Program/Plans, including work authorization reviews, safety inspections, self-assessments, accident investigations, and special projects.

    Conduct laboratory and other technical area (e.g., shop areas) evaluations in support of health and safety programs, such as chemical hygiene and safety, fall protection, machine guarding, fire, occupational, and construction safety programs.

    Provide consultation and technical guidance on a variety of health and safety related issues to the division safety committees, managers, engineers, maintenance staff, and division personnel.

    Bachelor's degree and 15 years of relevant experience or an equivalent combination of education and experience in Safety Engineering and/or Industrial Hygiene disciplines.

    Expert knowledge and work experience in the detection and control of hazards involved with complex technologies in a research environment.

    Expert knowledge of OSHA, ANSI, and other pertinent federal, state, and local regulatory requirements, driving such programs within a multi-program national laboratory.

    Demonstrated ability to effectively supervise a staff of safety professionals and/or technicians. Ability to plan all activities, identify and assess hazards of the workplace, assure administrative and technical controls are used to mitigate the hazards, oversee the performance of the work, and feedback improvements into the work performance.

    Demonstrated ability and experience in leading interdisciplinary EHS teams.

    Proven ability to analyze and solve complex technical problems as well as develop and present briefings and reports.

    Excellent written communication skills along with strong organizational, analytical, and interpersonal skills.

    Excellent client relationship skills, with proven ability to provide technical consultation and problem solving support to customer division(s) in the development of innovative solutions and standards relative to new processes and technologies in a dynamic research environment.

    Strong understanding of applicable technical processes, political environment, federal, state, and local safety regulations, budgeting, scheduling, and project management. Track record in successfully negotiating and dealing with various regulatory organizations and exhibiting sensitivity when dealing with community issues.

    Professional certification, registration, or equivalent.

    Advanced level degree and 10 years of relevant experience.

    This is a full-time career appointment, exempt (monthly paid) from overtime pay.
