    Description

    Summary

    This position is located within the Program Management Branch (AVP-220) of the Federal Aviation Administration's Office of Accident Investigation and Prevention (AVP). The incumbent serves as a Program Manager leading and advising in program business management functions.

    Duties

    The Program Manager is responsible for supporting AVP safety mission needs through the acquisition of new products and services, and efficient and effective resource management for existing acquisitions. The position serves as the Business Manager to plan and control the activities of an organization to achieve its goals and objectives. Evaluates the performance of tasks and develops an evaluation method to assess program strengths and identify areas for improvement. Implements and manages changes and interventions to ensure project goals are achieved. Activities typically directly impact the objectives of one or more organizational units and subdivisions and often impact the objectives of the FAA.

    Manages multiple contracts in accordance with FAA policy and utilizing the FAA's Acquisition Management System (AMS). Coordinates with acquisitions stakeholders including, sponsors, contracting officers, contracting officers' representatives, subject matter experts, products owners, and program/project managers. Works with stakeholders to develop requirements and scope statements for acquisitions. Develops business cases, statements of work, task orders, costs estimate, and other required acquisition documents. Develops plans and documents in support of program and AMS requirements. Serves as a Contracting Officer Representative. Works with management to integrates AVP acquisitions with the FAA's performance, strategic planning and acquisition process. Develops new and innovative acquisition approaches through knowledge of available FAA contracts. Plans and conducts Program Management Reviews (PMR) for complex multi-stakeholder programs. Analyzes, evaluates, and monitors acquisitions in support of the AVP safety mission.

    Applies experience and expert knowledge of program management principles, methods, and concepts to conduct functional activities for projects/programs that often require the development of new and innovative approaches. Develops and implements resource management and tracking plans based on organizational priorities and requirements. Executes payments and transactions in accordance with FAA financial management policy. Utilizes standard FAA tools, including DELPHI and PRISM, in business execution. Monitors and continuously adjusts resource execution plans based on organizational needs, program performance, and resource availability. Identifies, defines, and organizes resources for large projects/programs/work activities. Acquires and allocates resources to accomplish activities within established schedules and budgetary requirements.

    Communicates and coordinates efficiently and effectively with stakeholders at all levels, utilizing a variety of tools and methods, including verbal communication, written communication, data visualization, and electronic business tools to support/assists management decision-making and situational awareness. Develops briefings to conveys resource and contract data analysis and recommendations to various audiences. Responds to inquiries and ensures the timely dissemination of information to inform decision making. Utilizes knowledge management processes, tools, and techniques to document and communicate process knowledge. Collaborates using collaboration tools and techniques in-person and in a virtual environment. Performs records management in accordance with FAA and organizational requirements.
