    POSITION DESCRIPTION

    POSITION TITLE: STOP-IT Program Manager

    LOCATION/DEPT: City Mission

    REPORTS TO (TITLE): City Mission Program Director

    FLSA CATEGORY: Exempt

    STATUS TYPE: RFT

    DEPARTMENT MISSION

    To assist in accomplishing the mission of The Salvation Army through the coordination of all mission activities, corps and social service, within the City of Chicago.

    OUTCOMES

    Manages the STOP-IT program including contracts, contract requirements, staff and STOP- IT Advisory council. Ensures the provision of the highest quality of care for victims of trafficking. Develops collaborative partnerships with other Salvation Army units and community partners in order to achieve an integrated model of mission for the program.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Administration

    1. Ensures STOP-IT program, services and staff are in compliance with contract requirements and Salvation Army polices/procedures.
    2. Recruits for outreach workers, outreach worker - volunteer manager, and outreach worker - youth development coordinator vacancies. Interviews, screens, selects, and makes recommendations to the Director for staff hiring.
    3. Provides orientation and training for all new STOP-IT staff.
    4. Develops and implements a training plan for STOP-IT staff. Leads bi-monthly team meetings of STOP-IT staff.
    5. Reviews attendance and time registers for STOP-IT program staff and approves requests for paid time off.
    6. Reviews and approves expense forms for STOP-IT program staff for submission to the finance department.
    7. Evaluates all staff in STOP-IT program. Recommends changes in employment status and salary increments for all STOP-IT program staff.
    8. Oversight of assigned duties for STOP-IT contracts, including assurance of compliance with the program plan and standards.
    9. Works with finance staff to collect and monitor billing for all STOP-IT programs.
    10. Submits reports for various funding sources and The Salvation Army North and Central Illinois Division.
    11. Oversees STOP-IT computer files in preparation for required reports.
    12. Oversees STOP-IT maintenance of 24-hour hotline and assigns staff to ensure coverage of all hotline shifts.
    13. Obtains appropriate authorization for releasing/obtaining Information before confidential client information is given out or requested from another source.
    14. Assures that STOP-IT program case recordings, data, forms, and reports are completed according to the manual on "Office Policies and Procedures".
    15. Develops, grows, and participates in a newly formed STOP-IT advisory council.
    16. Performs other duties as may be delegated.
    17. Abides by the National Association of Social Workers Code of Ethics including NASW Standards for cultural competence in social work practice.
    Supervision
    1. Coordinates, assigns and supervises staff to fulfill assigned cases.
    2. Provides oversight and direction for all cases.
    3. Reviews cases regularly, providing direction and consultation with high risk cases.
    4. Initiates contact with supervisor and appropriate hotlines as a mandated reporter when elderly or child abuse or neglect is suspected.
    5. Reviews case files regularly to ensure file maintenance and compliance with accreditation requirements.
    6. Maintains awareness of applicable liability issues and other applicable legal issues, and their potential to affect agency and/or clients.
    7. Keeps Director informed regarding case related subpoenas and attends court when appropriate.
    8. Provides administrative and supervisory oversight of our STOP-IT drop in center and the staff assigned to this center.
    9. Provides administrative and supervisory oversight of our expanded STOP-IT training program, which includes, but is not limited, to our DCFS trafficking awareness contract.
    10. Provides supervisory oversight of the STOP-IT staff member assigned to co-lead the Cook County Human Trafficking Task Force. Works to maintain a positive working relationship with key contacts at the Cook County State's Attorney's Office.
    Intra-Agency Responsibilities
    1. Collaborate with other Salvation Army units and personnel to successfully maintain and achieve policies and procedures, goals and objectives, and outcome-based measures related to Hope-Strong.
    2. Attends program consultations, staff development programs, supervisory team meetings and supervision/consultation with the Director/Consultant.
    3. Initiates linkage agreements with appropriate outside agencies to best meet the needs of STOP-IT clients.
    4. Understands, and can effectively work under, the Mission of The Salvation Army and core values/objectives of HOPE STRONG.
    Community Relations
    1. Represents the program in the community to promote greater understanding of human trafficking and the STOP-IT Program.
    2. Attends community meetings and networking groups.
    3. Maintains relationships with contractor staff for referrals, problem solving and community relations, and provides information at group meetings about services to trafficking victims.
    4. Provides information to public and Salvation Army programs about human trafficking and STOP-IT services, when requested.
    5. Provide professional direction/training on STOP-IT services and serves on committees as assigned.
    Planning/Evaluation
    1. Evaluates the STOP-IT program in relation to policies and procedures and funding.
    2. With the Director and other administrative staff, works to address the changing program needs, policies and procedures, budget issues and preparation, computer systems and employee benefits.
    3. Writes/develops new standards and updates policies and procedures for the STOP-IT program to insure "best practices" to meet changing needs.
    Continuing Education
    1. Attends workshops, conferences, seminars for continuing education units, CEU's, to increase professional knowledge and maintain Illinois licensure.
    2. Maintains knowledge of current trends in social work and the field of services to victims of human trafficking.
    3. Maintains knowledge of current legislation that affects social work practice and services to victims of human trafficking.
    Other Duties
    1. All other duties as assigned.
    REPORTING RELATIONSHIPS

    This position reports to the City Mission Program Director.

    This position supervises program staff, interns and volunteers.

    This position works collaboratively with program staff, corps officers, and social services with the goal of ensuring effective delivery of quality services within the context of mission objectives.

    In contacts related to this position's duties this individual acts as a representative of The Salvation Army and its mission.

    PERFORMANCE MEASUREMENTS

    This individual will be evaluated on how effectively the outcomes of this position are achieved, as well as the successful implementation of Hope-Strong principles in program services. This includes:
    • The expected number set by funder/grants of identified victims each reporting period.
    • Goals of each grant with regards to training are met each reporting period.
    • Goals of each grant with regards to public awareness are met each reporting period.
    • Goals of each grant with regards to technical assistance are met each reporting period.
    • Comprehensive services are offered in a timely and appropriate manner to victims that are referred to the STOP-IT program, or appropriate referrals are made.
    Timeliness and accuracy of accomplishing assigned goals within budgetary guidelines will also be reviewed.

    A 30, 60, and 90-day performance review will be conducted.

    EDUCATION/EXPERIENCE
    • A graduate degree from an accredited school of social work is required.
    • Minimum of five years' experience in the field of social services is required.
    • Secures and maintains licensure when eligible.

    POSITION LIMITATIONS
    • This individual will only commit Salvation Army resources that have been allocated or approved.
    • This position will keep the City Mission Program Director informed on all critical issues relating to his/her area of responsibility.
    • This individual will adhere to all Army policies and procedures in carrying out the responsibilities of this position.
    PHYSICAL DEMANDS/WORK ENVIRONMENT
    • The position is required to do light physical work.
    • In order to successfully perform the essential functions of this position, the manager is required to use standard office equipment.
    • The work environment for the position includes office environment and social service setting with a low to loud noise level.
    • The position requires the ability to work off-site, as well as evenings.
    • Maintain positive work atmosphere by behaving and communicating in a manner that fosters and maintains positive relationships with co-workers and supervisors.
