Essential Functions:


Under the direct supervision of the Program Director, the DV Program Supervisor plans, directs, and coordinates the daily operations of the Domestic Violence & PAIP/AM programs.

The incumbent supervises and coordinates the staff in their duties and assists the Program Director in developing and maintaining service integration with available resources.


Program Manager Responsibilities:


  • Supervise and assist Domestic Violence (Basta) & PAIP/AM staff in daily program operations and responsibilities.
  • Implement program goals.
  • Compile and prepare monthly/yearly reports of program activities and submit on a timely basis.
  • Network with current and prospective referral sources and other community agencies.
  • Assures that all Federal, State and local requirements related to health, safety and zoning are met.
  • Evaluate, have in place, and follow written security and safety procedures designed to protect participants and staff from abusers in accordance with the Illinois Domestic Violence Act.
  • Maintain a caseload and facilitate group, family, individual counseling.
  • Facilitate case management and crisis intervention services for all Basta & PAIP/AM clients.
  • Attend all Domestic Violence & PAIP/AM monthly and quarterly meetings including subcommittee meetings.
  • Submits all required Grant reports through funder database and on Infonet. Work closely with the HAS Development Team and Fiscal Department on grant requirements and submissions.
  • Creates Standard Operating Policies for each subprogram which includes but is not limited to screening, intake, grant submission, Carelogic and discharge/program completion.
  • Maintains required data, including information for monitoring Domestic Violence & PAIP/AM reports and program evaluations.
  • Responsible to work within the allotted Domestic Violence & PAIP/AM budget.
  • Conduct staff performance appraisals, make and implement recommendations when hiring, promoting, disciplining and/or terminating employees.
  • Conduct weekly staff meetings and attend regular management meetings.
  • Collect data to implement continuous quality improvement of Basta & PAIP/AM program.
  • Comply with agency policies and procedures and communicate and enforce these to supervisees.
  • Maintain professional status.
  • Attend and participate in agency meetings and fundraising efforts.
  • Submits weekly operations reports to Program Director that reflects intakes, assessments, benchmarks/objectives met
  • Perform any other related duties as assigned by supervisor.

Program Manager Qualifications:


  • Preferred bilingual (Spanish/English) and must have a thorough understanding of social and cultural patterns of Hispanics and other minorities.
  • Must be knowledgeable and able to utilize group dynamics and the ability to speak in public.
  • Demonstrated supervisory skills (i.e., team building and coaching skills, with the ability to lead, encourage and train staff).
  • Ability to communicate accurately and effectively in both verbal and written correspondence.
  • Must have above average organizational and leadership abilities.
  • Must be familiar with computers.
  • Possession of a valid Illinois Drivers vehicle license and willingness to use personal vehicle during course of employment.
  • H.A.S. requires all staff to work onsite.

Education and Experience Requirements:


  • BA or a Master's degree in Human/Social Sciences or Social Work is preferred.
  • Must have at least two (2) years of management experience in social service agency.
  • Must have thorough knowledge of Domestic Violence services and the Illinois Domestic Violence Act.
  • Must have completed 40 hours of training in Domestic Violence advocacy, crisis intervention and related areas.
  • Must have completed PAIP/AM training.
