    SUMMARY

    The Training & Development Manager will be responsible for developing and overseeing training programs that empower job seekers to acquire the skills and knowledge required to secure and maintain employment. This role requires a creative and strategic thinker with a passion for education and workforce development. The Training & Development Manager will play a crucial role in achieving our organization's mission by ensuring the delivery of high-quality training programs.

    Key Responsibilities:

    • Adheres to the mission of SERCO.

    Training Program Development: Design, develop, and implement comprehensive training programs that address the skills and knowledge gaps identified within the target population.

    2. Curriculum Design: Create and maintain training curricula, instructional materials, and resources to support training programs.

    3. Team Leadership:

    4. Needs Assessment: Conduct regular needs assessments to identify the training needs of job seekers and adjust programs accordingly.

    5. Quality Assurance: Ensure the quality and effectiveness of training programs through evaluation, feedback, and continuous improvement initiatives.

    6. Resource Management: Manage training budgets, resources, and vendor relationships to optimize program delivery.

    7. Stakeholder Collaboration: Collaborate with internal teams, external partners, and employers to align training programs with industry needs and job market demands.

    8. Reporting: Prepare regular reports on training program outcomes, participant progress, and other relevant metrics for management and funders.

    9. Performs other work-related duties as assigned.

    Qualifications:

    EDUCATION AND EXPERIENCE:

    Bachelor's degree in education, workforce development, or a related field (Master's degree preferred).

    Proven experience in developing and managing training programs, preferably in the context of workforce development.

    Strong understanding of adult learning principles and instructional design.

    Excellent leadership and team management skills.

    Effective communication, presentation, and interpersonal skills.

    Analytical mindset with the ability to assess training effectiveness and make data-driven improvements.

    Knowledge of workforce development trends and industry standards is a plus.

    Familiarity with training software and e-learning platforms is advantageous.

    DESIRED KNOWLEDGE, SKILLS AND ABILITIES:

    1. Excellent oral and written communications skills. Bilingual preferred (English/Spanish).

    2. Excellent basic math skills.

    3. Knowledgeable of Workforce Excellence Board and/or Malcolm Baldridge Award principles and standards.

    4. Knowledge of relevant federal, state and local regulations affecting Child Care Services operations.

    5. Knowledgeable of business practices, administrative procedures and personnel development.

    6. Knowledge of computer software, data systems and program reporting.

    7. Extensive knowledge of TWC and workforce related programs.

    8. Must be able to travel within the service area

    SPECIAL REQUIREMENTS:

    1. Must possess and provide a valid Texas Driver's License and Automobile Liability Insurance as required by the State of Texas.

    2. Must have access to reliable transportation in order to travel within service area.

    1. PHYSICAL DEMANDS: While performing duties of the job, employee is occasionally required to stand; walk; sit; for long periods of time. Employee must be able to drive for extended periods of time. Employees must occasionally lift and /or move up to 25 pounds, must be able to set up display area.

    2. WORK ENVIRONMENT: Fast paced, demanding physically and mentally, will be in constant communications.
