    Summary

    This Human Resources Specialist (Chief Advisor) position is located in the Division of Human Resource Management (HRM) within the Office of Information and Resource Management (OIRM). The position's primary purpose is to provide strategic and technical human resources management expertise to a wide range of ongoing and ad hoc projects across all office functions, including tailoring human capital solutions to address specific directorate or office strategic needs.

    Duties

    As a Human Resources Specialist (Chief Advisor) , you will perform the following duties:
  • Participate with the Division Director and Deputy Division Director in developing and implementing a strategic planning process.
  • Advise on identifying of human capital needs, defining human capital solutions that span multiple HR functions, forming integrated HRM teams to complete projects associated with directorate or office human capital needs, and advising on the overall customer relationship with directorate or office key stakeholders.
  • Serve as an advisor to directorates and offices in prioritizing HR issues and needs, adjusting HR strategies to meet emerging organizational needs, and assessing the HR impacts of strategic options.
  • Lead agile project teams that integrate multiple human resources functions and capabilities, including identifying required team capabilities, defining roles and responsibilities, identifying clear project outcomes, and managing the implementation of the team's project plan to meet critical human capital objectives or meet emerging challenges.
  • Manage the development and maintenance of NSF's personnel manual, including coordinating with appropriate subject-matter experts across the HR functions to develop, vet, and gain concurrence for new or updated HR policies that proactively address NSF's human capital and employment needs.
  • Conduct special studies and program evaluations - collect and analyze information, select appropriate methods, prepare a report of findings, and make recommendations to HRM or OIRM managers that may serve as a basis for policy and/or operational decisions affecting OIRM and agency activities.
  • Maintain expertise in a wide range of issues of interest to HRM and to the Foundation; and keep up to date concerning Federal policies, initiatives, and practices, as well as other agency approaches and activities.
