Duties:

This position is located in the Employee Development Office, Central Office, Washington, D.C.

Responsible for the planning, developing, administering and evaluating employee development and in-service educational activities.


Responsible for scheduling and implementing local training and ensuring all employees receive their required training as well as career enhancement training.


Assists the Employee Development Manager and Human Resource Manager in providing guidance to supervisors and managers in the proper resolution of performance issues as it pertains to training.


Exercises independent judgement and discretion while providing counseling to all levels of staff concerning upward mobility, employee development activities and job opportunities.

Qualifications:

To be considered for the position, you must meet the following qualification requirements:


Education:


GS-11:
Ph.
D.

or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.


GS-12:
There is no substitution of education for specialized experience for this level.


OR

Experience:


GS-11 and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are:

GS-11:


  • Experience in identifying training needs, developing and/or acquiring responsive programs, instructing, and evaluating results.
  • Experience with generating Training Opportunity Announcements, reviewing applicant eligibility for training programs, and scheduling selected participants for training.
  • Experience in the development or review of training/course materials, aids, devices, etc., and the evaluation of training results.
  • Experience in the coordination and planning of training programs with Federal agencies and vendors.
  • Experience administrating local training, career development programs, and the Staff Mentoring Program.

GS-12:


  • Experience in identifying training needs, developing and/or acquiring responsive programs, instructing, evaluating results, and providing a broad range of advice and assistance to a range of staff.
  • Experience reviewing training needs/training programs and recommending changes and modifications to existing programs to meet organizational needs to Executive level staff.
  • Experience administrating local training, career development programs, and the Staff Mentoring Program and coordinating with other Federal agencies and local vendors to meet the training needs.
  • Experience in the development of procedures and directives relating to training programs for use on a local level.
  • Experience in the management of a training operation to include acquiring resources to accomplish training programs, managing the program budget, and the acquisition of equipment and supplies to accomplish a training program.

Combination of Education and Experience:


GS-11 Only: Have a combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above.

If applicable, credit will be given for paid and unpaid experience.

To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities.

Current Federal Law Enforcement Employees:


A prerequisite of the secondary law enforcement position is the completion of the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II".

If you have not completed the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II", you are ineligible for secondary law
