The Department of Planning is the City agency entrusted with guiding the physical development of the City of Baltimore. The Department staffs three Mayoral-appointed City commissions: Planning Commission, Commission for Historical & Architectural Preservation (CHAP) and Sustainability Commission.
CLEAN CORPS INITIATIVE
The City of Baltimore recognizes the unique opportunity to address long standing environmental and economic inequities in a way that simultaneously creates wealth-building opportunities for its residents.
Baltimore is launching innovative programs that create employment pathways while improving residents' quality of life.Among these programs is Clean Corps, a new initiative designed to beautify neighborhoods, increase resident employment and tackle environmental inequities in underserved communities.
Neighborhood organizations have a ready sense of what beautification efforts are needed and where, and thus are uniquely positioned to support a range of neighborhood-based efforts.
In some neighborhoods, community-based partners with sufficient capacity will utilize grant funds to hire neighborhood residents for cleaning.In other neighborhoods without organizational capacity, citywide nonprofit organizations will hire un- and under-employed Baltimore residents to do the work.
People hired to do the work in all target neighborhoods will have access to wraparound support services. These new Clean Corps partnerships will lead to increased employment for neighborhood residents and make neighborhoods cleaner.Ultimately, this community cleaning strategy will help the City of Baltimore provide more equitable services and opportunities to residents and their communities.
JOB DESCRIPTION
The Clean Corps Program Manager will support
the underinvested neighborhoods
for the initiative, which includes building trust with the neighborhood leaders, the Department of Public Works, and other city agencies and other stakeholders.
They will maintain regular communication with neighborhood leaders to support them and to enhance the project's success, including providing training and technical support to maintain compliance with the City.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Project Management (80%)
Partner with nonprofits, neighborhood leaders, residents and DPW to choose each of the vacant lots, alleys and public trash cans to be maintained.
Meet with the grantees and neighborhoods on a weekly or more basis, through phone calls, virtual meetings and on-site visits.
Work with neighborhood leaders to create a regular schedule for the cleaning and mowing of the selected vacant lots, the cleaning of the selected alleys, and maintenance of the public trash cansIf needed, provide assistance to the nonprofits to help identify and hire residents.
Coordinate training with resource experts with community-based nonprofits and the citywide organizations on the 311 process and safety requirements and on uploading the pre- and post-photos on the City's website.
Compliance & Quality Control (20%)Assist community leaders in writing letters to the owners of the privately-owned lots under the requirements listed in the Code of Maryland's Regulations (COMAR)
Conduct site inspections of the lots, alleys, sidewalks, yards, and trashcans that are being cleaned by the grantees.
Conduct three month evaluations with the grantees to determine areas that they can improve and if improvement is not made, possible termination from the program.
Ensure that the public website that the nonprofits and community organizations need to upload pre- and post-work photos is accessible to all in order for the community members to monitor the progress.
Ensure that all of the grantees are submitting their daily reports with before- and after-photos as well as their weekly resorts.
Complete Quality-Control Inspections of vacant lots, alleys, sidewalks, yards, and trash cans on a schedule with monthly or more site visits.
Ensure that the neighborhood leaders and city agency partnersare
satisfied with the work and make adjustments if necessary.
Monitor reporting from program sites, provide monthly updates to DOP, and report overall program progress to DOP and other agencies monthly and annually
REQUIRED QUALIFICATIONS
Strong organizational skills and attention to detail
Ability to drive to the sites
Strong verbal and written communication skills
Ability to listen to residents and to relate to diverse audiences
Community engagement or stakeholder development experience
Ability to learn new information quickly and translate it to various audiences
Comfortable with technology and learning new systems
PREFERRED QUALIFICATIONS
Experience in engaging stakeholders
Experience working with underserved communities
Baltimore City resident preferred and/or familiarity of the Baltimore neighborhood landscape
This role will be in person for aspects of the work. They will work virtually to complete the administrative components of the position.
