    Duties

    The primary duties of this position are:

  • Establishes strategic partnerships with management to analyze skill gaps, conduct organizational assessments, and convene focus groups.
  • Provides advisory services to all levels of staff concerning program policies, regulatory, requirements, mandatory and optional training, and procedures.
  • Identifies and addresses employee and organizational development/performance improvement needs for supported organizations.
  • Analyzes and evaluates training programs and instructor performance making recommendations to program managers to increase program quality and overall effectiveness.
  • Determines appropriate method(s) for delivering training to include instructor-led classes, web-based training, and/or a blended approach.
  • Exercises responsibility for all facets of training administration to include dissemination and/or marketing of training using the learning management system (LMS) for managing nominations, course registration, summarizing course evaluations, and updating employees' training histories.
  • Applies tools to evaluate training programs and analyze the feedback to improve training courses and delivery.
  • Develops guidelines, instructional methods, course materials, training aids, and improved applications of educational technology for use by instructors, managers/supervisors, and employees.
  • Provides guidance and mentoring to non-HR subject matter experts in developing and delivering in person and web-based training.

    Qualifications

    In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume.

    To qualify at the GS-7 level , you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-5 level in federal service having demonstrated experience assisting in assessing training projects, providing advisory services to all levels of staff concerning program policies and regulatory requirements; experience helping with the design and execution of employee and supervisory focus groups and conducting analyses of surveys; experience in contributing towards all facets of training administration to include dissemination and/or marketing of training; experience using learning management systems for maintaining course registrations and summarizing course evaluations; experience developing guidelines, instructional methods, course material, training aids, and improved applications of educational technology under close observation of a supervisor. These examples are not all-inclusive. You could otherwise qualify on the basis of education having 1 full year of graduate level education or superior academic achievement. You may combine specialized experience and education to meet the minimum qualifications.

    To qualify at the GS-9 level , you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-7 level in federal service having demonstrated experience assessing training projects, providing advisory services to all levels of staff concerning program policies and regulatory requirements; experience advising on the design and execution of employee and supervisory focus groups and conducting analyses of surveys; experience in exercising significant responsibility for all facets of training administration to include dissemination and/or marketing of training; experience using learning management systems for processing course registrations and summarizing course evaluations; experience developing guidelines, instructional methods, course material, training aids, and improved applications of educational technology under limited observation of a supervisor. These examples are not all-inclusive. You could otherwise qualify on the basis of education having a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or anLL.B. or J.D., if related. You may combine specialized experience and education to meet the minimum qualifications.

    To qualify at the GS-11 level , you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-9 level in federal service having demonstrated experience managing and assessing training projects, providing advisory services to all levels of staff concerning program policies and regulatory requirements; experience managing the design and execution of employee and supervisory focus groups and conducting analyses of surveys; experience in exercising full responsibility for all facets of training administration to include dissemination and/or marketing of training; experience using learning management systems for managing course registrations and summarizing course evaluations; experience independently developing guidelines, instructional methods, course material, training aids, and improved applications of educational technology. These examples are not all-inclusive. You could otherwise qualify on the basis of education having a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or anLL.M., if related. You may combine specialized experience and education to meet the minimum qualifications.

    The superior academic achievement provision is to be used to determine eligibility for applicable GS-07 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for bachelor's degree from an accredited college or university with a qualifying grade point average (GPA), class standing, or honors society.     Education

    This vacancy announcement allows substituting education for experience. Applicants must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted.
