The Department of Human Resources for the City of Fort Lauderdale, Florida is seeking a dynamic, goal-driven, and experienced Human Resources Manager - Recruitment.
This position requires a high level of energy, organizational skills, and the ability to prioritize projects in an extremely busy environment.
The ideal candidate will have experience with all facets of recruiting and retention efforts, including the Civil Service process and utilizing the full functionality of an applicant tracking system (NEOGOV).
Directs all recruitment efforts and processes and manages the day-to-day operation, coordination, and supervision of the Recruitment and Selection Section responsible for sourcing, attracting and hiring job candidates for open positions.
Implements strategic hiring procedures to improve upon recruitment measures; ensures that the recruitment, examination and placement processes for all City departments are executed in compliance with the City policies and procedures.

This job classification is in Management Category II for benefits purposes, which includes Eight (8) additional Management Vacation Days per year (first year pro-rated depending on start date), and a Vehicle Allowance of $340/month.
This job classification will be governed by the Personnel Rules, as it is not represented by a collective bargaining unit.

Directly Supervises a team of HR Analysts and onboarding staff of 7 and coordinates with 3 HR Analysts who report to other departments.
Supervises and participates in test construction and validation processes; evaluating test results; counseling employees and other applicants regarding employment status and employment opportunities
Supervises, schedules and coordinates targeted selection interviews and assessment centers; participates as a member of employment interview panels
Communicates with City department directors to get a clear view on current and future hiring needs and organizational goals
Develops a sustainable candidate lead strategy by evaluating current recruitment processes; identifying areas for improvement; creating new processes, policies and procedures and hiring practices
Confers with department and division heads, city officials, employees and the public on recruitment and examination problems and on the interpretation of the civil service rules, regulations and policies and procedures; collaborates with departmental stakeholders for recruitment strategies development
Prioritizes and distributes work assignments; performs special projects, prepares reports, and makes recommendations on a wide variety of personnel activities
Tracks recruitment metrics (key performance indicators - KPIs), such as time-to-hire and cost-per-hire to identify where problems lie and addresses them quickly
Reviews monthly vacancy reports; approves criminal background checks and driving records for new hires and promotion candidates
Stays current on developments in the human resources field, including court decisions, pending legislation and new personnel techniques
Analyzes and makes recommendations regarding human resources systems, procedures, policies and practices
Makes recommendations pertaining to staffing, equipment and training needs
Performs related work as required
Bachelor's Degree with major course work in Human Resources, Public Administration, Business Administration, or a closely related field
Five (5) or more years of professional experience involving recruitment, testing and selection of employees; test development and validation; planning and development of personnel policies, procedures or methods
required. Additional qualifying experience or completion of coursework at an accredited college or university in a job-related field, may substitute on a year-for-year basis for the required experience or education
Three (3) or more years of supervisory experience
Preferences:
Professional in Human Resources (PHR) / Senior Professional in Human Resources (SPHR) / Society for Human Resources Management Certified Professional (SHRM-CP) / Society for Human Resources Management Senior Certified Professional (SHRM-SCP) or other human resources related professional certification
Experience in a government and union environment with an organization of 1000 or more employees
