    OIC CAREER OPPORTUNITY

    The Office of the Insurance Commissioner's (OIC) Statewide Health Insurance Benefits Advisors (SHIBA) program is seeking a motivated and qualified individual to fill a Field Supervisor (Health Insurance Advisor 2) position. This position is assigned to the Consumer Protection Division, located in our Tumwater office.

    This position serves as the Field Supervisor for the SHIBA program. This position reports to the SHIBA Program Manager and is a key member of the management team. This position coordinates effective contract and grant management; focused outreach and marketing; efficient administration of tasks related to volunteer management, and the creation and use of tools and resources needed by consumers and volunteers, including our web pages. This position also supervises and leads a team of five Regional Training Consultant (HIA-1) positions.

    This is a Washington General Service position. The monthly salary range for this position is $5,341 - $7,184.

    DUTIES

    Reporting to the Program Manager, this position is responsible for supervising staff and leading key programs and internal operations.

    Duties include:
    • Promotes staff development and team building through effective supervision.
    • Develops employee performance expectations, conducts performance evaluations, including individual development and training plans.
    • Assigns, schedules, plans, instructs, checks work of assigned staff, coaches, mentors, and recognizes staff.
    • Conducts corrective actions as necessary.
    • Provides oversight for statement program contracts, partnership development and consumer education.
    • Supervises the sponsor performance consulting process with our contractors and staff.
    • Leads the Regional Training Consultants in delivering training to volunteers. Ensures the competency of volunteer advisors through basic training, continuing education, mentoring and certification.
    • Establishes monthly and quarterly performance standards and communicates progress with the SHIBA leadership team.
    • Collaborates with the Operations Supervisor to ensure curriculum and training meet the needs of volunteer advisors and team members.
    • Provides statewide program contract oversight, partnership development, and consumer education. Develops corrective action plans for underperforming sponsors.
    • Collaborates with the Senior Medicare Patrol Coordinator to ensure effective prevention, detection and reporting of fraud.
    QUALIFICATIONS

    Required Qualifications:
    • A bachelor's degree* from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation or a foreign equivalent.
    *Qualifying verifiable experience may be substituted year for year for education.

    AND
    • Two years of verifiable professional experience in adult education and learning, community development and/or volunteer management.
    • Two years' experience developing partnerships with diverse communities.
    • Two years' experience teaching/training and public speaking.
    • Two years supervisory or lead experience in a challenging, complex and customer-focused environment.
    • Professional experience writing reports, publications, and/or training materials.
    • Intermediate competency level in Microsoft Word, Excel, Outlook and PowerPoint.
    Preferred/Desired Qualifications:
    • Master's degree in related field.
