    This posting is for two (2) permanent, full-time Health Care Investigator 3 (HCI3).

    At the Division of Health Systems Quality Assurance (HSQA), we oversee Washington State's healthcare delivery system, ensuring the highest standards of care.

    With over 520,000 health professionals in 88 health professions and 14,000 health facilities and programs under our jurisdiction, we play a pivotal role in safeguarding public health.


    We are currently seeking a skilled individual to join our Office of Investigative and Legal Services (OILS) as an Investigator.

    In this role, you will contribute to our mission by conducting thorough investigations into allegations of misconduct by licensed healthcare professionals and select regulated healthcare facilities.

    Some of the work this position will be doing:


    • Independently conduct complex healthcare investigations in accordance with Title RCW and the Uniform Disciplinary Act (UDA), addressing complaints against healthcare professionals and businesses.
    • Receive assignments from supervisors or Chief Investigator, utilizing senior-level knowledge to conduct timely and comprehensive investigations.
    • Formulate investigative plans based on allegations/complaints, identifying facts, evidence, and potential witnesses.
    • Conduct on-site interviews, within offices, health care facilities and other establishments throughout the state, with respondents, complainants, and witnesses, collecting and preserving relevant information.
    • Prepare detailed investigative reports for disciplinary authorities, adhering to approved templates.
    • Serve subpoenas and notices of intent to compel attendance of witnesses or production of records, as required by law.
    • Conduct practice reviews/audits, reviewing records and completing checklists of inspection items.
    • Utilize investigative skills to review medical records, interview personnel, and inspect healthcare facilities for compliance.
    • Maintain accurate timekeeping records to reflect billable time worked on investigations.
    • Serve summary suspensions, cease and desist orders, and license revocations as necessary.
    • Participate in administrative hearings and court proceedings, providing testimony as required.

    Work Setting

    The duty station for this position is in Tumwater, WA. Partial telecommuting may be an option subject to supervisory approval. We anticipate the incumbent will work at the Tumwater office 1 day per week.

    Required Qualifications

    Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.


    • Option 1: Eight (8) years of experience as an investigator with a criminal justice or regulatory agency, or corporate entity. Experience must include three (3) years of field experience preparing evidence, and interviewing witnesses, respondents, and/or suspects.
    • Option 2: A bachelor's degree in criminal justice or pre-law and four years of experience as an investigator with a criminal justice agency or corporate entity. Experience must include three (3) years of field experience preparing evidence, and interviewing witnesses, respondents, and/or suspects.
    • Option 3: Two (2) years of experience as a Health Care Investigator 2.

    Note:
    Prior to a new hire, a background check including criminal record history will be conducted.

    Information from the background check will not necessarily preclude employment but will be considered in determining the applicant's suitability and competence to perform in the position.

    Desired Qualifications

    Demonstrated knowledge, ability, and experience applying state laws, including the Uniform Disciplinary Act and Washington Administrative Procedure Act.

    Conditions of Employment/Working Conditions
