    Harris County Pollution Control Services Department (HCPCS) Mission


    The mission of Harris County Pollution Control Services Department (HCPCS) is to protect the citizens of Harris County from environmental impacts through firm, consistent enforcement of state and federal regulations.

    The ultimate goal of PCS is clean air, water, and proper management of waste.

    The activities PCS are directed toward ensuring clean air and water for the citizens of Harris County, consistent with the protection of public health, enjoyment of property and the protection of plant, animal, and marine life.

    What you will do for Harris County Pollution Control


    Under the supervision of the Deputy Director of Operations & Policy, the Compliance Services Manager organizes and directs enforcement, training, customer service, and public record maintenance activities with the goal of protecting public health and the environment by bringing non-compliant individuals into compliance through cooperation, training, or court action as necessary.

    Responsibilities include the supervision of section staff.


    Duties and Responsibilities:

    • Responsible for overall recruitment, hiring, training and supervision of employees in the Compliance Services Section.
    • Approve all departmental inspection checklists, forms and procedures.
    • Review air investigation reports and issue violation notices.
    • Determine whether air violations have been resolved and/or will require re-inspection.
    • Evaluate unresolved air violations for possible civil and/or criminal prosecution.
    • Conduct timely follow-up with violators and complainants.
    • Coordinate re-inspections with Field Services section.
    • Coordinate enforcement activities between PCS and the Harris County Attorney's and Harris County District Attorney's offices and JP offices by: 1) providing technical assistance before and during trial or mediations, 2) assisting attorney in trial preparation, 3) reviewing and editing all draft court documents, Original Petitions, Temporary and Permanent Injunctions, 4) conducting penalty computations for violations, 5) preparing affidavits for investigators, inspectors, and laboratory personnel, 6) participating in negotiation of settlements, and 7) coordinate enforcement activities with local, state, and federal agencies.
    • Review Tax Abatement Applications and provide recommendations to the Office of Economic Development on applicant's environmental compliance history when requested.
    • Coordinate training activities and safety programs for employees involved in air related field services.
    • Review, authorize and document standard operating procedures for the department.
    • Process all required legal notices for departmental enforcement actions.
    • Supervise work performance of staff and evaluate performance.
    • Evaluate resource needs including Compliance Services staff requirements, equipment, and supplies for annual budgeting purposes.
    • Assist in the development of forms and notices to be used by Field Services section.
    • Assist in the response to open record requests.
    • Ensure that confidential litigation information is not released to the public.
    • Provide records to governmental agencies where appropriate and upon request.
    • Maintain electronic document system.
    • Maintain statistics on enforcement activities including criminal, civil, and JP court cases, violations, etc.
    • Additional duties assigned by the Department Deputy Director.
    • Special tasks involved in responding to a public health and/or environmental emergency event.

    Requirements


    Education:

    • Bachelor of Science degree from an accredited college or university.

    Experience:

    • Two (2) years of supervisory experience

    Licensure:

    • Valid Driver's License (TX upon hire)

    Knowledge, Skills, and Abilities:

    • Working knowledge of state and federal environmental public health regulations.
    • Knowledge of civil court procedures.
    • Good verbal and written communication skills.
    • Good negotiation skills and critical thinking skills.
    • Math skills to calculate penalty amounts.
    • Ability to determine work priorities, assign work, and ensure proper completion of work assignments.
    • Ability to formulate polices and procedures and develop innovative approaches to maximize program efficiency and staff proficiency.
    • Ability to use Microsoft Office programs, Information Management Systems, and databases

    General Information

    Position Type and Typical Hours of Work:

    • Full time | Monday - Friday | 8:00 am to 5:00 pm.
    • Hours may vary based on the business need of the department

    Reporting Relationships:

    • Reports to Position: Deputy Director, Operations & Policy
    • Supervised Positions: Compliance Coordinators, Enforcement Coordinators,Training Coordinator

    Work Environment and Physical Demands:

    • This position is based in an office environment, where the use of standard office equipment such as computers, phones, scanners, and filing cabinets is routine.
    • The physical demands associated with this job are minimal, with occasional lifting and moving of objects weighing up to 20 pounds.
    • The role is predominantly sedentary, involving mainly sitting with occasional standing and walking.
    Employment may be contingent on passing a drug screen and meeting other standards.
