    **Program Manager - Transportation Planner**

    TIP program management including:

    Leads the effort to complete the federally mandated Transportation Improvement Program (TIP) document.

    Develops understanding of both Surface Transportation Block Grant (STBG) & Congestion Mitigation Air Quality (CMAQ) project funding.

    Writes CMAQ eligibility request for ODOT approval.

    Writes TIP amendments for LCATS Policy Board approval.

    Collaborates with board members, specifically city and village planners and administrators, to coordinate project funding and phasing.

    Performs appropriate analysis for project success both on-site and in-office.

    Acts as an intermediary between LCATS and Technical Study Director, city and village administration, and ODOT (Central Office and District 5) to deliver projects on time.

    Controls fiscal constraints and constantly monitors progress of the TIP program

    Maintains positive and effective working relationships with coworkers, LCATS member agencies and other public agencies.

    Monitors traffic count program management:

    Maintain schedule of count locations for Assistant Transportation Planner/Intern

    When necessary leads the Assistant Planner/Intern during data collection process

    Maintain the traffic count database for submission to, and in, ODOT format

    Works closely with other agencies involving health, economic development, and other transportation partners in coordination with LCATS priorities.

    Assists federal, state, and local public officials, staff, entities, and consultants by collaborating with the Technical Study Director and other Transportation Planners on a variety of studies, plans, and projects including, but not limited to, active transportation plans, intersection safety studies, corridor studies, and roadway safety audits

    Analyzes data and prepares reports and graphic displays for departmental members and member agencies regarding transportation related topics. Performs analysis, manages and reviews transportation related data for the region

    Aids in long-range transportation plan development and major transportation projects

    Implements end products within the unified planning work programs.

    Conducts research, prepares written documents, provides educational resources to departmental employees, and maintains records and databases.

    Support of other office functions including Planning, Community Development and fiscal.

    While this position often works independently on specific projects and analysis they must also be willing to work as a team member for larger more complex projects.

    Promotes the objectives of the LCATS through use of media outlets, including social media, for public discussion, advertisement of meetings, presenting studies/projects, and conveying achievements.

    Manages and completes tasks, assignments, and/or projects on time and provide complete, accurate, well-organized products.

    May identify areas of improvement and recommend changes to the Technical Study Director.

    Assists senior planning staff with conducting public meetings, hearings, presentations and workshops. This may, on rare occasion, require attending meetings after normal business hours and on weekends at locations off site.

    Meets all job safety requirements and all applicable OSHA safety standards that pertain to the essential functions of the position and all agency safety procedures.

    Remains informed of current developments, planning principles, GIS trends and applications, and procedures pertinent to duties; may be required to attend seminars/training. Seminars and trainings may be out of town and require travel, overnight stays and weekend time.

    Demonstrates regular and predictable attendance.

    Promotes and maintains positive and effective working relationships and promotes good public relationships as a representative of Licking County Government.

    The Program Manager Transportation Planner position is a mid-level position that requires an intermediate understanding of planning principles and federal processes. As part of our team the Program Manager Transportation Planner works closely with senior planning staff and the Licking County Area Transportation Study (LCATS) member agencies conducting research, preparing written documents, and is the primary author and manager of the Transportation Improvement Program (TIP). They also coordinate, develop and manage transportation data and project analysis. In addition, this position has the opportunity to be involved and gain experience in a range of transportation planning projects as part of a small MPO staff.

    **Minimum Qualifications:**

    Bachelor's Degree from a four-year college or university; and two (2) to five (5) years' related experience and/or training; or equivalent combination of education and experience.

    **Additional Qualifications (Agency/Dept. Qualifications):**

    The ideal candidate will possess the following: excellent written & verbal communication skills; proficiency in GIS (ArcMap, Web Maps, etc.); knowledge of transportation planning principles and state and federal processes; experience with project management; ability to research, collect data, and apply information; and experience with the Adobe Creative Suite. Specific experience working for a Metropolitan Planning Organization (MPO) or Rural Transportation Planning Organization (RTPO) is desirable. Valid Ohio Drivers License. Experience with ESRI GIS, Adobe Creative Suite, Syncro, or other relevant technical software is a plus.

    **Compensation:** **Salary:** $42,000 to $58,000 depending on qualifications
