    Job Profile Summary
    Under general direction, this district-wide administrative position is responsible for administration of Broward College's payroll systems while adhering to and administering the legally defined policies and procedures of payroll processes as determined by Federal, State and union contracts guidelines and regulations to ensure accurate and timely release of payroll compensation. This position will develop and control all tasks necessary to accomplish the organizations payroll processing objectives, including relationships with internal and external auditors and state and federal agencies. Responsible for the development and implementation of college payroll strategy, planning, communications and the marketing of payroll functions and related services. Performs related duties as assigned.

    Minimum Education:
    • Bachelor's degree in Accounting, Finance, or related field.
    • An equivalent combination of education and experience will be considered.
    Minimum Experience/Training:
    • Ten years of experience managing payroll functions including three years in post-secondary or higher education.
    • Proficiency in Microsoft Office applications.
    • Desire experience with Workday payroll software, Florida Retirement System, union contracts, and processing payrolls over $100 million annually.
    Minimum Certification/Licenses:
    • Professional certification preferred.
    Essential Functions:
    • Annually- 5%: Plans and designs annual payroll calendars used to direct timely and accurate processing of payroll payments.
    • Daily -10%: Executes the operational plan for area of responsibility and provides direction to staff, ensuring alignment with the division's and College's mission and vision. Assists with writing and interpreting College's policies and procedures. Reviews sources of information for payroll implications (ex: IRS rulings, Florida Statutes, etc.). Maintains an up-to-date knowledge of payroll, IRS law, and State regulations.
    • Daily -10%: Responsible for people management of the area, including recommendation of staffing, hiring, termination, and discipline, setting performance standards and evaluating staff, and staff development
    • Daily-10%: Oversees and manages payroll processes and procedures. Assists in resolving inconsistencies to ensure accuracy of payments. Monitors OneSource Virtual platform for periodic tax withholdings after each run and works with the vendor on addressing Plans and manages payroll internal control audit processes to ensure data integrity and works with different departments to resolve inconsistencies
    • Daily -10%: Reviews, researches, and responds to inquiries related to wage payments and payroll deductions from employees and departments. Resolves payroll issues and/or discrepancies. Provides the Budget office and budget managers with expense reports as requested.
    • Daily-5%: Manages, and approves payroll transactions in WD inbox: assign pay group, sick leave bonus, and time off requests. Processes wage garnishment orders from various vendors.
    • Daily-5%: Responsible for researching and reporting system errors, troubleshooting system configuration as it relates to payroll, and creating help desk tickets for IT to review. Recommends system modifications for greater efficiency or per regulation changes.
    • Daily-5%: Creates Journal entries based on information received from internal customers.
    • Semi-monthly-5%: Runs settlement and associated integrations for on and off-cycle payments and reviews wire transfers for retirement payments and Bencor contributions.
    • Monthly-5%: Provides payroll totals to Finance and provides explanation of expense fluctuations for monthly Warrants.
    • Quarterly 5%: Reviews and reconciles quarterly employment reports (Federal 941) and corrects any discrepancies before tax filing deadlines.
    • Bi-Annual-5%: Oversees, directs, and develops plans for testing and implementing new program features and enhancements. Works in conjunction with other departments to ensure successful implementation of system updates and reports system problems to appropriate personnel.
    • Annually -5%: Responsible for reconciling and approving the W-2 forms. Reconciles for accuracy, making corrections as needed prior to posting the forms, and reviews annual payroll tax filing.
    • Annually -5%: Acts as liaison between Federal and State agencies and external auditors to facilitate the completion of payroll audits and serves as the primary contact for payroll items for the Financial and Operational audits.
    • Other, as needed- 5%: Prepares analytical reports, analyzing payroll data, compiling data to present to management
    • Other - 5%: Performs related duties as assigned.
    • Knowledge, Skills, and Abilities:
    • Knowledge of computerized payroll systems (such as Workday or ADP) for large organizations and all related state and federal reporting requirements.
    • Working knowledge of generally accepted budgeting, accounting, and related financial management principles and practices.
    • Working knowledge of the development and monitoring of the internal controls related to payroll.
    • Able to work in a fast-paced environment and manage all aspects of multi-state payroll processing, including tax filing for over 3,000 employees.
    • Be familiar with tax forms 940, 941, W-2, UTC-6, and retirement plans such as Florida Retirement System (FRS), 401K, and 403B.
    • Excellent verbal and written communications skills and be able to effectively communicate with all levels of the organization; provide excellent customer service.
    • Recognize critical elements of problems, develop, and evaluate data, determine solutions, and make logical recommendations.
    • Skill in researching and analyzing financial and non-financial information and arriving at logical conclusions.
    • Ability to compile payroll, budget, audit, and accounting information and evaluate results for reasonableness; a good understanding of how payroll entries are posted into the general ledger.
    • Project management skills: ability to prioritize and multi-task effectively.
    • Ability to exercise initiative and judgment in analyzing problems and requests, and to make sound recommendations to executive college leadership.
    • Ability to summarize processes, procedures, and financial information in writing in an easily understandable manner.

    • In-depth knowledge and expertise in all aspects of own and related areas of the College, and pertinent interdependencies.

    • Strong knowledge of College's structure, policies and practices, and the impact on own area
