    Operations Support Specialist

    Department of Defense

    Summary
    This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for serving as an Operations Support Specialist directly

    supporting the Office of the Chairman of the Joint Chiefs of Staff (OCJCS), the Office of the Director, Joint Staff (ODJS), and the Directorate of Management (DOM) at two (2) separate geographical Joint Staff locations.

    Duties
    As a Operations Support Specialist at the GS some of your typical work assignments may include:

    • Responsible for developing a risk management program by identifying potential risks associated with the different programs under direct management and when risks have been identified, internal control processes are developed and implemented.
    • Serve as an alternate lead for the Chairman's strategic Human Resources Manager and Emergency Personnel Coordinator (EPC) in support of and in preparation for Continuity of Operations (COOP), allowing the Chairman the ability to perform assigned duties and functions at alternate secure locations.
    • Serve as the Operations lead within the Directorate. The work directed includes complex administrative or technical services that directly affect the organization as a whole or represent a major segment of a program critical to the organization's ability to manage its mission.
    • Analyze and evaluate substantive administrative support functions; Manage, monitor, coordinate and provide regulatory guidance on all personnel actions and position management for the Activity.
    • Serve as a liaison between the Joint Staff Security Office (JSSO), Defense Intelligence Agency (DIA), Pentagon Force Protection Agency (PFPA), Executive Secretariat Services, Office of the Secretary of Defense and other agencies on security matters, including the development and implementation of policies, procedures, standards, training, and methods for identifying and protecting information, personnel, property, facilities, operations, or material from unauthorized disclosure, misuse, theft, assault, vandalism, espionage, sabotage, or loss.
    • Serve as a recognized technical authority on the development and interpretation of security guidelines, policies, legislation, and regulations and the organizations that administer them.

    Qualifications

    You may qualify at the GS-13, if you fulfill the following qualifications:
    *One year of specialized experience equivalent to the GS-12 grade level in the Federal service.

    To be creditable, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military, or private sector:


    • Provides operations and program management for the full range of Personnel and Human Resource functions utilizing the laws, regulations, and policies to ensure program effectiveness.
    • Applies the laws, policies, and regulations governing a Government Travel Card program to review the functions of the Defense Travel Regulations (DTR), the Joint Travel Regulations, (JTR and JFTR), the Federal Travel Regulation (FTR), and the Financial Management Regulation (FMR).
    • Plans, develops, administrates, and coordinates a complex physical, personnel, information, and industrial security administration program for both long and short-range goals.
    • Conducts security training and briefings and provide guidance on the application and implementation of security policies and procedures.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

    Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

    You will receive credit for all qualifying experience, including volunteer experience.

    Substitution of education may not be used in lieu of specialized experience for this grade level.
