- Develops, promotes, and executes the Federal Governments worldwide transportation audits program.
- Oversee the management and direction of the Accounts and Collections Branch.
- Participates in setting performance goals and standards for the Audit Division and analyzes transportation processes and payments.
- Plans and conducts complex long-range studies to consider and evaluate the impact of long-range program goals and objectives, and recommends to senior management significant modifications to enhance programs and policies.
- Analyzes the costs, benefits, and quality of the transportation audit programs on a continuous basis.
- Evaluates and reports on transportation industry practices, policies, and procedures and recommends changes and improvements as problems are identified in the audit process.
- Contribute to the development, and implementation of regulations, policies and procedures affecting the management of both Department of Defense and civilian agencies government wide freight and passenger programs.
- Develops and conducts transportation related training for agencies and industry.
- Reviews, analyzes, and evaluates legislation, executive policy, GAO and GSA audit reports and other external/internal transportation management policies and objectives.
- Represents the Government as an expert witness. Assists in pretrial conferences and hearings. Assists in drafting pleadings, orders, and briefs.
- Manages resources of the Branch. Interviews, selects, assigns, trains, counsels and evaluates employees. Resolves grievances and complaints. Approves leave and training.

- Ability to plan and organize comprehensive revisions to government-wide passenger or transportation programs to establish and implement new management improvement initiatives.
- Knowledge and application of federal statutes, regulations, policies and procedures governing the collection of Government debt, in order to effectively manage the recovery of over payments.
- Knowledge of the fiscal requirements mandated by the Treasury Department and GSA's Office of Finance.
- Skill in analyzing complex material in conducting studies.
- Knowledge in performing evaluations, conducting data analysis, and applying theories, concepts, and methodologies associated with an organization's passenger or transportation management programs concerning both transportation and financial matters.
- Knowledge of the strategic planning process.
- Knowledge of Government and industry passenger or transportation management concepts and principles.
- Knowledge of passenger or traffic management practices and procurement policies, procedures and alternatives available to the entire Federal government.
- Mastery of oral and written communication skills.
- Ability to direct the workforce, assign, work, and develop workload measurements.
- Knowledge of Federal human resource management regulations, policies, and practices.

Duties
Summary
As a Supv Transportation Specialist, you will serve as Branch Chief for the Accounts and Collections Branch you will supervise and manage subordinate transportation specialists, transportation clerks and data transcribers.
Transportation Audits Division of the Office of Travel and Transportation Services, Office of Travel, Motor Vehicle, and Card Services, Federal Acquisition Service.

The GS-14 salary range starts at $122530 per year.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.
SPECIALIZED EXPERIENCE: Specialized experience is experience performing analysis, implementation and performance review of government-wide transportation audit programs; providing technical requirements and descriptions of work to be performed by contractors; and lead responsibility for various project sizes.
