    Under the supervision of the Alert and Warning Center Supervisor, provides professional level emergency Management Support to the 24/7 operation of the State Emergency Operations Center's (SEOC) Alert & Warning Center.

    This position serves as the initial point of contact for state level emergency/disaster responses and SEOC activations.

    Emergency Management Division Overview


    The Washington Emergency Management Division (EMD) leads and coordinates mitigation, preparedness, response and recovery in Washington State to minimize the impact of disasters and emergencies on the people, property, environment and economy.

    EMD is a civilian division of the Washington Military Department and does not require military service affiliation.

    Maintains situational awareness of all hazards and threats that could adversely affect lives, property, environment, or the economy of Washington State.

    For each incident/mission managed, serves as the lead Emergency Management Division (EMD) representative until the necessary action is completed or passed to other EMD staff members for completion.


    Supports land and/or air Search and Rescue missions, as needed, within the parameters of defined direction and specifically delegated authority from the Division Director, the State Search and Rescue Coordinator, or the Washington State Department of Transportation's Aviation Division to perform required actions.

    Develops and maintains Standard Operation Procedures and Emergency Action Plans.


    Responsible to test, maintain, and operate various telephony, radio frequency, and Internet-based communications, warning, and information technology systems to include but not limited to, the Emergency Alert System (EAS), Wireless Alert System (WEA), All Hazards Alert Broadcast system (Ahab - Tsunami and Lahar), and the National Warning System (NAWAS).


    Serves as an after duty hours call center coordinator for the WA Department of Ecology, WA Department of Natural Resources and the WA Department of Health.


    Serves in an operational capacity in the State EOC, the Rescue Coordination Center, the Joint Information Center, or the Joint Field Office during Phase II or higher activations, as needed.


    REQUIRED
    Two years of experience as an Emergency Management Program Specialist 1;

    OR


    A Bachelor's degree AND two years of professional level experience in emergency management, financial management (grants, contracting, claims management, budgeting), training/education, public information/affairs, program/project management, environmental analysis/planning, civil/structural engineering, legislative affairs, and/or urban planning.

    Additional qualifying experience will substitute, year for year for the education requirement. A Master's or PH.D. degree will substitute for one year of experience requirement.

    AND (This experience may be gained concurrently with the experience listed above.)


    Two years of experience working in a Federal, State, County or local area Emergency Operations Center or 911 Communications Center coordinating response activities.


    DESIRED

    Skills & Abilities to:
    Clearly disseminate information verbally and in writing using various complex communication devices (radios, satellite systems, computer systems, telephone, etc.).


    Analyze, comprehend, and apply complex and/or technical materials such as directives, regulations, policies, Code of Federal Regulations, financial circulars, Washington Administrative Codes, etc.


    Work with technical and non-technical people from the public and private sectors, local, state, tribal, and federal agencies, press, and elected officials in providing professional and technical support as the primary initial point of contact for state level emergency responses and EOC activations.

    Develop, implement, review, and continuously update emergency response and warning procedures for the State EOC.

    Ability to communicate using a headset while simultaneously entering information into a database via a computer keyboard and mouse. Typing skills of at least 25wpm are required.


    Use Microsoft Office Suite (including Word, Excel, Outlook, or similar software) and various specialized emergency management systems and databases to develop complex reports in support of program objectives.


    Compensation:
    Wage/salary depends on qualifications or rules of promotion.


    CONDITIONS OF EMPLOYMENT

    Background Investigation:
    Must successfully complete the appropriate background checks required for employment. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination.

    Defense Biometric Identification System (DBIDS): Camp Murray uses the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check which can be found in the Camp Murray Access Requirements Policy (Unified Policy No This includes possession of an Enhanced Driver's License, or other REAL ID Compliant Identification.

    Union Shop Provision:
    This position is covered by a union shop provision - Washington Federation of State Employees.


    Driver's License:

    • Valid to drive in the State of Washington.
    • Must meet requirements of the REAL ID Act. This is required for base access and will be required upon hire.

    Military Facility:
    Willingness to work on a Military Controlled Access Installation.

    Work Hours:
    Work week runs Sunday through Saturday.

    Working hours are non-standard running on a 10-week cycle with three 12-hour shifts, 7 to 7, and one 4-hour shift, variable, per work week.

    Shifts rotate between day and night shifts to provide two-person 24/7 coverage in the Alert & Warning Center.

    Emergency Assignment:

    Full activation of the State Emergency Operations Center may involve a variety of threats to include supporting response missions to natural disasters such as earthquakes, floods, wildfires and pandemics.

    Candidate must be willing to work overtime and may have to endure personal hardship and risk in order to support and serve the citizens of Washington State during times of crisis.


    Travel:
    May be required to work in an alternate location. This may include extended overnight stays under austere conditions in geographically separate locations throughout the state.
