Description
Summary
This position is located in the Architect of the Capitol (AOC), Office of the Chief Financial Officer, Budget Division. The selectee will serve as a Budget Analyst responsible for matters pertaining to budgeting for personnel compensation, security related funds and designated appropriations within the agency.
Duties
The selectee performs administrative and analytical duties concerning the formulation, justification, presentation, execution and review of assigned program budgets.
The individual selected for this position:
Reviews and analyzes current and proposed legislation and appropriations language, Office of Management and Budget regulations and congressional guidelines to assess their impact on AOC budget and program operations.
Coordinates the preparation of obligation and expenditure schedules, studies and reports.
Maintains current information on status of assigned program funds to identify trends, potential problem areas or other factors that could impact the effective management control of these funds.
Provides expert technical advice and guidance to customer organizations as needed.
Evaluates legislative directives, policy and other guidance affecting assigned program budgets for adherence to policy and directives.
Coordinates the preparation of obligation and expenditure schedules, studies and reports.
Presents recommendations on issues or problems such as full-time equivalencies utilization, payroll projection issues or security funds which impact mission-oriented agency-wide programs.
Prepares a variety of reports covering status of funds, expenses and obligations in accordance with CFO requirements.
Monitors and advises appropriate personnel on status and availability of funds in assigned accounts.
Maintains extensive liaison with representatives from Accounting Branch to resolve problems encountered with reporting systems, controls, output data, etc
