Duties:


  • Serves as a Senior Budget Analyst in PRM's Office of Policy and Resource Planning and has primary responsibility within the Department of State and Executive Branch for all aspects of PRM's program budget.
  • Plans, formulates, and provides justifications to Congress, as well as allocation of appropriated and otherwise available funds.
  • Manages or participates in studies of program initiatives, issues, or problems intended to address conflicts or incompatibility between or among program goals.
  • Coordinates budgetary actions between Office of Management and Budget (OMB), the Office of U.S. Foreign Assistance (F), and Bureau offices.

  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • Statement of Employment & Financial Interest required prior to appointment.

Qualifications:

Applicants must meet all the qualification requirements described below by the closing date of this announcement.


Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.


Qualifying specialized experience must demonstrate the following:

Experience formulating, justifying, and executing foreign assistance budgets in excess of $50 million for an organization

Experience analyzing budget practices for humanitarian organizations and/or foreign assistance programs
:

Experience providing oversight of and adjustments to foreign assistance and/or humanitarian budgets, including programs and capabilities of international relief organizations.
There is no substitute of education for specialized experience for the GS-14 position.

  • Ability to establish and maintain effective working relationships with others.
