    Salary is up to $94,000 based on education and experience.
    While the standard workweek is 40 hours, there may be occasions where business needs require additional time commitment. Overtime will be required in order to meet financial reporting deadlines.
    Position Summary

    Reporting to the State Comptroller, the Financial Reporting Manager serves as the working leader of the Financial Reporting Unit (FRU).

    The FRU is charged with preparing the State of Oklahoma's Annual Comprehensive Financial Report (ACFR).

    The Financial Reporting Manager's duties will also include developing and maintaining policies and procedures together with the State Comptroller and best practices to ensure accurate and timely completion of the ACFR.

    This position implements best practices and ensures accrual general ledger and accounting methods adhere to Government Accounting Standards Board (GASB).

    The FRU also develops training programs for other state agency accounting personnel that relate GAAP to the state's accounting policies and procedures to obtain the information required to complete the ACFR in a timely manner.

    Responsibilities
    Responsible for the efficient, effective, and accurate operation of the Financial Reporting Unit.
    Leads the preparation of the State's Annual Comprehensive Financial Report.

    Reviews pronouncements of authoritative bodies such as GASB, prepares responses to requests for comment and survey information, and determines the applicability of such issues to the State's financial reporting and accounting systems.

    Prepares statewide implementation plans for GASB pronouncements and state and federal legislation impacting financial reporting requirements.

    Manages the development and refinement of state agency submitted conversion packages which permits compilation of the ACFR, in response to changing reporting requirements.

    Instructs and assists agencies with the completion of GAAP conversion packages.

    Serves as the primary contact for the State Auditor & Inspector agency personnel relating to their audit of the ACFR.

    Contributes to the review and analysis of the State's accounting policies and procedure and makes recommendations for appropriate changes.
    Leads the completion of alternative system compliance reviews.
    Interpret and analyze financial information posted to general ledger accounts.
    Review, investigate, and correct errors and inconsistencies in financial entries, documents, and reports.
    Manage any implementation of new software for department improvement and efficiency.
    Responsible for the supervision and performance evaluation of staff.

    Possess a thorough understanding of the financial reporting and general ledger structure.
    Knowledge of financial consolidations, eliminations, and segment reporting.
    Ability to read and interpret accounting rules and guidance as well as perform research and conduct investigations, as necessary.
    Demonstrable experience in financial audits, implementation of GASB or FASB standards, and preparation of financial statements.
    Ability to work independently and manage time effectively in order to meet individual and team goals and deadlines.
    Excellent time-management and prioritization skills.
    Ability to work effectively with vendors, agency staff, legal staff, and other state agency staff. Must be able to demonstrate a high degree of interpersonal skills in both verbal and written communications

    Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and governmental regulations. Ability to write reports, business correspondence, and procedure manuals.
    Ability to define problems, collect data, establish facts, and draw valid conclusions.
    Ability to work with mathematical concepts such as discounted cash flow, lease vs. buy analysis, financing alternatives, and statistical inference, and to apply concepts to practical situations.

    Proficient knowledge of standard desk top applications and specialized analytical software, Microsoft Office Suite of products, especially Excel and Access.

    Experience with PeopleSoft Financials is preferred.
    Valued Skills and Experience

    Governmental accounting experience and understanding of generally accepted accounting principles for governments.
    Experience working with general ledger and ERP systems.
    Physical Demands and Work Environment
    This position works in a comfortable office setting with a computer for a large percentage of the workday.
    The noise level in the work environment is usually mild.
    This position requires hand and finger dexterity, sitting, standing, bending, crouching, reaching,

    pushing/pulling/lifting

    up to 25 pounds, visual inspection, climbing stairs.
    Occasional travel may be required.
    Minimum Qualifications
    Bachelor's Degree in Accounting or Finance.

    Candidates must be a Certified Public Accountant, with at least five (5) years experience in an accounting or financial reporting environment.

    Preference will be given to candidates who possess
    At least two (2) years of supervision experience.
