    Opening Date: 12/13/2022Description Under general supervision, conducts code enforcement inspections and enforces municipal codes pertaining to safety, zoning, and housing; enforces vehicle codes within the public right-of-way; and performs other related duties as assigned.

    The Parking Control Specialist routinely investigates a variety of different types of suspected code violations involving commercial and residential properties and independently prepares reports and tracks case files.

    Essential Functions The duties listed below are intended only as illustrations of the various types of work that may be performed.

    Receives telephone calls, emails, or in-person complaints from citizens, property owners, community representatives and governmental agencies regarding possible violations of City codes and policies and City ordinances related to zoning, housing, animal nuisance, building, health and safety, fire safety, and property maintenance violations.

    Researches City Codes and ordinances and refers cases to other agencies to enforce health and welfare and regulations and to obtain information regarding enforcement efforts and programs.

    Contacts residents, business representatives, or others to explain nature of violations and encourage compliance with City codes and municipal ordinances.

    Prepares original and routine violation letters; posts signs signifying violations or unsafe conditions as required; inspects properties and facilities at later dates to verify continued compliance; and prepares acknowledgement letters for corrective actions.

    Reviews changes in postings of parking restrictions and prohibitions and makes recommendations as necessary to provide adequate notice for enforcement purposes.

    Coordinates parking control and code enforcement activities with other departments.
    Writes routine violation letters, maintains daily logs, and completes required forms and reports.


    Qualifications Guidelines Knowledge of:
    General characteristics of parking restrictions and prohibitions of the California Vehicle Code; City Municipal Code and ordinances; Health and Safety Codes; principles, practices, methods and techniques of code enforcement and parking enforcement; safe driving principles and practices

    Ability to:
    Enforce provisions of the City Municipal Code, State Vehicle Code and related local zoning, health, and safety regulations, and ordinances with efficiency and impartiality; learn geography of the City, including the location and layout of the street system; respond to inquiries, complaints and requests for service in a fair, tactful and firm manner; identify code sections which pertain to potential violations; operate computer hardware and use code enforcement database and word processing applications software; operate a mobile radio and cellular telephone; communicate clearly and concisely, both orally and in writing; understand and follow oral and written instructions; work independently in the absence of supervision; establish, maintain and foster positive and harmonious working relationships with those contacted in the course of work

    Education/Training/Experience:
    High School graduation or G.E.D. equivalent is required, preferably supplemented by formal code enforcement training.


    Licenses; Certificates; Special Requirements:


    Valid Class C California driver's license, acceptable driving record, and proof of insurance in compliance with the City's Vehicle Insurance Policy standards.

    Ability to complete PC 832 Arrest and Firearms training with six months of assignment to the classification, as required.

    Physical DemandsWhile performing the duties of this class, the employee is frequently required to sit, stand and walk, as well as bend, stoop, crouch and squat in the performance of daily activities.

    The sensory demands include the ability to talk, and hear, both in person and by telephone; use hands to finger, handle, feel or operate computer hardware and standard office equipment; and reach with hands and arms.

    The employee occasionally lifts and carries records and documents typically weighing less than 25 pounds.
    Sensory demands include the ability to see within normal range, talk, and hear, and use electronic touch keypads.

    Mental DemandsWhile performing the duties of this class, the employee is regularly required to use clear and concise oral communication skills with both the public and co-workers; read and interpret data; potentially deal with situations involving interpersonal conflicts involving parking enforcement.

    Work EnvironmentThe employee frequently works in office conditions where the noise level is usually moderate, at and below 70 decibels, and occasionally above 80 decibels given vehicular noise.

    In performing parking enforcement, the employee drives continuously and is exposed to variable temperatures, fumes, dust, and traffic congestion.

    This is an at-will position that is not eligible to participate in any benefit programs of the City, except those mandated by federal or state law.

    Part-time employees do not participate in Social Security but instead are enrolled in the Public Agency Retirement Services (PARS)

    Part-time employees receive 40 hours of sick leave per calendar year.
