    Introduction
    The Maryland Historical Trust (MHT) is the state agency\rdedicated to preserving and interpreting the legacy of Maryland's past.

    Through\rresearch, conservation, and education, the Maryland Historical Trust assists\rthe people of Maryland in understanding their historical and cultural heritage.\rPart of the Maryland Department of Planning (MDP), the Maryland Historical\rTrust serves as Maryland's State Historic Preservation Office (SHPO) pursuant\rto the National Historic Preservation Act of 1966.\rJefferson Patterson Park and Museum (JPPM), a unit of the\rMaryland Historical Trust, within the Maryland Department of Planning, is\rrecruiting for a full time, permanent Business Manager.

    JPPM is located on 560\rscenic acres along the Patuxent River in Calvert County, Maryland, and is the\rState Museum of Archaeology and a center for both regional and statewide\rarchaeological research.

    It is home to the\rMaryland Archaeological Conservation Laboratory (MAC Lab), which houses over eight million artifacts.\r\r

    Main Purpose of Job

    This position provides direction and assistance to the JPPM Executive Director and Assistant Director in planning, organizing, managing and controlling the day-to-day administrative aspects of JPPM.

    This position has managerial responsibilities of accounting activities, fiscal activity and reporting, procurement activity, and spending plan production at JPPM.

    Assists with development, implementation, and monitoring of contracts, agreements, and grants at JPPM.

    Represents JPPM with state and federal agencies concerning contractual issues.

    Works with the JPPM Executive Director, Assistant Director and the Chief of MHT's Office of Management to identify and anticipate funding needs and develop annual operating and capital budgets.

    This position assists the JPPM Executive Director and Assistant Director in the day-to-day administrative operational aspects of the park and museum and manages front office operations.


    The position also assists JPPM Program Managers in fiscal-related matters such as procurement of equipment and supplies, credit card purchases, spending plan preparation, etc., to assure that the JPPM Programs have the resources available to allow them to meet the MDP, MHT and JPPM missions.

    POSITION DUTIES
    Working under the supervision of\rthe Chief of the Maryland Historical Trust's Office of Management, the Business\rManager at JPPM provides direction and assistance to the JPPM Executive Director and Assistant Director in\rplanning, organizing, managing and controlling the day-to-day administrative\raspects of JPPM


    Duties include:
    \r\rFiscal Management \rOversees the\rfiscal accounting activities of JPPM, ensuring proper documentation.\rServes as\rcentral point of contract to JPPM staff in fiscal matters.\rPrepares or\rreviews all JPPM expenditures, requisitions, corporate card purchases, and\rother fiscal commitments. \rGenerates and\rtracks purchase orders and accounts payable.\rOversees cash\rreceipts; tracks revenues and accounts receivable. \rResponsible for\roversight and reporting of the working funds and petty cash funds. \rPrepares\rreporting on fiscal activity and assists MHT and MDP in reporting on fiscal\ractivity. \rManages JPPM\rpreparation for audits and assists MHT and MDP in facilitating work of auditor\rand responding to questions.\rAttends\rrelevant trainings and maintains knowledge of State implemented fiscal\rsystems. \rEnsures\rcompliance with the most recent guidance and best practices.\r\rProcurement & Contracts\rAdvises on\rappropriate procurement processes for all products, supplies, services, and\rmaintenance needed at JPPM.\rOversees\rprocurement procedures and tracking, including use of statewide and local\rcontracts. \rAssists in the\rdevelopment of contract specifications and monitoring contract compliance.\rRepresents JPPM\rwith state and federal agencies concerning contractual issues.\r\rBudget\rManagement\rPrepares\rspending plans, financial forecasts, tracking, and reporting for JPPM use,\rincluding for events and rentals. \rAssists JPPM\rAssistant and Executive Directors, MHT, and MDP in the development and\rimplementation of JPPM's annual Operating and Capital Budgets, Over-the-Target\rrequests, and various other projects. \rLeads staff in\rthe management of budgets for revenue generating events, the gift shop, and\rother financial opportunities as they arise.\r\rGeneral Administration\rAssists JPPM\rExecutive Director and Assistant Director in the day-to-day administrative\roperational aspects of the park and museum.\rTracks time\rcritical projects and actions to ensure deadlines are appropriately met. \r\r\rReviews and\rassists in the development and implementation of policies, standards and\rcontrols for carrying out and completing work of JPPM programs.\r

    MINIMUM QUALIFICATIONS

    Education:
    Graduation from an accredited high school or possession of a high school equivalency certificate

    \rExperience:

    Four years of administrative staff or professional work

    \rNotes:

    \r1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. \r2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience. \r3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. \r4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.\r

    DESIRED OR PREFERRED QUALIFICATIONS

    The preferred candidate should possess the following:\rExperience with\raccounting and financial management, preferably in a government agency.\rExperience with\rdeveloping and managing budgets.\rExperience with\rprocurement procedures and development contracts and other types of agreements.

    Employees in this classification may be assigned duties which require the operation of a motor vehicle.

    Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
