    Duties

    WHAT YOU'LL BE DOING DAY TO DAY

    As a Supervisory Budget Analyst, you will use your knowledge of and experience to optimize business results and customer experience by:
    • Supervising a professional staff of 4-5 budget analysts up to the GS-13 grade level. Managing administrative processes within the execution team including organizational changes, recruitment, performance management, awards, employee relations, timekeeping, and the development of long-term management strategies and plans.
    • Preparing, reviewing, and analyzing apportionment requests and budget plans for the SAMHSA appropriation of over $9 billion annually; verifying that allotments of funds are in accordance with approved apportionments; and coordinating and analyzing various financial documents, including those projecting obligations.
    • Certifying the availability of funds for all OFR obligations. Utilizing automated financial management systems to track commitment of funds and informs Agency managers of resource availability. Providing accurate and timely reports to senior managers on various accounts, expenditure patterns, average costs, etc.
    • Preparing a wide variety of reports, forms and schedules, and briefing management on budget execution status. Consolidating data for overview of the financial status of operations.

        Qualifications

        WHAT WE ARE LOOKING FOR

        Minimum Qualifications: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing at least three (3) of the following:
        1) Analyzing current and/or proposed policies to identify their potential impact responsible for budget formulation and execution; contract acquisition and management; grant review, award, and management; financial analysis, and/or program improvement initiatives;
        2) Developing and/or implementing Office/Center plans policies and priorities;
        3) Reviewing or editing public service campaigns, press and/or policy materials regarding public health;
        4) Providing guidance on the impact and development of health policy issues, related to senior management and external stakeholders.

        Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
