    Introduction

    The Maryland School for the Deaf (MSD) is a diverse, bilingual community\r

    This is a 12-month position on the Maryland School for the Deaf – Frederick Campus.\r

    Main Purpose of Job

    Under the leadership of the Superintendent, the Frederick Campus Chief Educational Programs Officer provides strategic educational leadership, develops the short- and long-term instruction goals/vision and works to establish a culture of high expectations and shared responsibility for equitable access to high-quality bilingual (ASL/English) and culturally relevant instruction for all students at the Frederick Campus. Collaborates with the MSD leadership team members including the Columbia Campus Chief Educational Programs Officer to ensure close alignment of campus resources with school needs, to implement an instructional plan for the school that ensures effective teaching in every classroom, and to create conditions that ensure systemic improvement to support students' learning in a bilingual environment. Provides progressive educational leadership, supervision, and evaluation of department principals (Family Education/Early Childhood Education, Elementary, Middle School, High School, Career & Technical, and Transition Services) at the Frederick Campus. Reports directly to the Superintendent and consults with the Superintendent on high level needs.\r

    POSITION DUTIES

    Provides strategic\r
    educational leadership, develops the short- and long-term instruction goals/vision\r
    and works to establish a culture of high expectations and shared responsibility\r
    for equitable access to high-quality bilingual (ASL/English) and culturally\r
    relevant instruction for all students at the Frederick Campus.\r

    \r
    Plans, coordinates, and\r
    supervises the academic/instructional programs at the Frederick Campus in\r
    collaboration with the Columbia Campus Chief Educational Programs Officer.\r
    \r
    \r
    Establishes direction for\r
    school improvement efforts by monitoring the progress of school performance, student\r
    achievement objectives and academic excellence indicators to align strategies\r
    for school improvement; administers multi-tiered system of interventions to\r
    improve achievement of students who are not meeting grade-level expectations.\r
    \r
    \r
    Collaborates with the\r
    Director of Curriculum and department principals to ensure the instructional\r
    and curriculum resources reflect aligned assessment and accountability measures\r
    for student success.\r
    \r
    \r
    Collaborates with the MSD\r
    Leadership Team (MLT) including the Director of Student Support Services to\r
    ensure the provision of the services and supports meet the unique needs of\r
    students.\r
    \r
    \r
    In collaboration with\r
    other leaders, facilitates the planning, implementation, and evaluation of\r
    related professional development activities for instructional staff to ensure a\r
    robust, systemic approach that meets student needs.\r
    \r
    \r
    Collaborates with the MLT\r
    members on the development and implementation of key school policies and\r
    procedures concerning instructional programs.\r
    \r
    \r
    In collaboration with the\r
    Director of Student Support Services and other key leaders, provides the\r
    oversight and implementation of IEPs, as required by the policies and\r
    procedures of MSD and Maryland State Department of Education (MSDE).\r

    \r
    Assists in the\r
    development and implementation of the instructional budget based on student\r
    needs and school priorities; manages the campus budget as well as recommends\r
    and participates in determining necessary capital budget projects in\r
    partnership with the Chief Financial Officer/Chief Operating Officer and the\r
    Superintendent.\r

    \r
    Supervises and evaluates\r
    Department Principals, Transition Services/Orioles Career Academy (OCA)\r
    Supervisor and office staff.\r
    \r
    \r
    Works closely with the Human\r
    Resources department on recruitment and disciplinary matters regarding\r
    employees; investigates and disciplines, when necessary, staff and/or student\r
    complaints, and school policy violations.\r
    \r
    \r
    Collaborates with other\r
    key leaders to maintain a strong partnership between school, student life, athletics\r
    and afterschool programs.\r
    \r
    \r
    Leads the Frederick\r
    Campus Administrative Team (FCAT).\r
    \r
    \r
    Serves as a member of the\r
    MSD Leadership Team (MLT) and also serves on the Admissions Review Team.\r
    \r
    \r
    Supports the Department\r
    Principals and Supervisors in ensuring the effectiveness of daily school\r
    operations including but not limited to student class schedules and teacher\r
    assignments, student/faculty rosters, and IEPs/report cards, etc.\r
    \r
    \r
    Determines school closings,\r
    early dismissals, and/or delays as necessary due to inclement weather in\r
    conjunction with the Columbia Campus Chief Educational Programs Officer.\r
    \r
    \r
    Oversees transportation\r
    of students and ensures effective communication with students' counties of\r
    residence.\r
    \r
    \r
    Engages staff, community\r
    stakeholders and families to plan/support school priorities through\r
    collaborative opportunities to improve student academic success and overall\r
    student experiences.\r
    \r
    \r
    Performs other duties as\r
    assigned by the Superintendent.\r

    MINIMUM QUALIFICATIONS

    \r
    A Master's Degree in\r
    School Administration, Education of Deaf students, Education of Deaf students\r
    with additional disabilities, or related field.\r
    \r
    \r
    Maryland State Department\r
    of Education Administrator I & II or Principal Certificate required (or the\r
    ability to obtain in a specific time).\r
    \r
    \r
    Minimum of three years of\r
    K-12 classroom teaching experience.\r
    \r
    \r
    Minimum of three years of\r
    supervisory or educational administrative experience in a deaf school/program\r
    demonstrating experience and knowledge in curriculum, instruction and special\r
    education laws/services.\r
    \r
    \r
    Must be proficient in American Sign Language and written English.\r
    Knowledge of Deaf community required.\r

    DESIRED OR PREFERRED QUALIFICATIONS

    \r
    Experience\r
    working with students with additional disabilities.\r
    \r
    \r
    5\r
    years of supervisory or educational administrative experience in a deaf\r
    school/program.\r
    \r
    \r
    Experience in promoting\r
    academic rigor desired.\r
    \r
    \r

    LIMITATIONS ON SELECTION

    Must be proficient in American Sign Language and written English.\r
    Knowledge of Deaf community required.\r
