    Description

    With an emphasis on high ethical standards, excellence in public service and the delivery of superlative advice and counsel, DOI Solicitor's Office performs the legal work for the United States Department of the Interior and manages the Departmental Ethics Office and Departmental FOIA Office.

    With more than 500 total employees, more than 400 of which are licensed attorneys, the Office strives to provide sound legal services to fulfill the Department's diverse and wide-ranging mission.


    This position is located within the Department of the Interior, Office of the Solicitor, Departmental Freedom of Information Act Office (DFO) in Washington, DC.

    The incumbent serves as the Staff Assistant for the DFO. The DFO is responsible for providing oversight and governance of the Department of the Interior's (DOI) FOIA Program. Our office is comprised of attorney advisors, FOIA professionals, program managers, and administrative professionals.

    At the full performance level (GS-11) the major duties of this position include, but are not limited to the following:


    • Provides quality oversight of all administrative activities of the office, including assurance of compliance with governing regulations, policies, and procedures.
    • Ensures compliance with applicable Dept. of the Interior, Office of the Solicitor and administrative policies, regulations, and procedures.
    • Oversees records management, archiving, prompt filing of cases files and other attorney work products in accordance with the established office file management procedures.
    • Reviews and routes incoming correspondence to appropriate staff and maintains correspondence tracking system.
    • Prepares transmittal letters, travel vouchers, appropriate registers, subject-matter files, administrative reports, briefings, and other administrative documents.
    • Develops, coordinates, and disseminates administrative communication and work products to internal and external audiences including other offices within the Solicitor's Office, clients, members of private industry, and other organizations.
    • Oversees and maintains accountability for office resources including budget, supplies and equipment.
    • Manages calendar, travel, and other engagements for the Regional Solicitor. Arranges domestic travel for the office staff by securing transportation and hotel reservations, preparing travel authorizations and vouchers, and preparing itinerary, ensuring that each traveler is aware of the documents necessary for approved travel and Government travel regulations.
    • Tracks, verifies, and certifies time and attendance for office staff, resolving discrepancies with appropriate contacts.

    Salary Range Information:

    Washington, DC:
    GS-09: $68,405 - $88,926; GS-11: $82,764 - $107,590


    NOTE:


    First time hires to the Federal Government are typically hired at the beginning salary in the range for their respective grade level.

    This vacancy may be used to fill additional positions as vacancies become available.

    To qualify for this position, you must meet the Specialized Experience, Education or Combination of Experience and Education for the grade level which you are applying as addressed below:


    Specialized Experience for GS-09: To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service.

    Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.


    Specialized experience is defined as demonstrated experience:
    1) Composing material for a specific audience or distribution;

    2) Planning and organizing meetings; AND

    3) Performing administrative activities for an office

    Must Meet All


    • OR-Education for GS-09: 2 years of progressively higher-level graduate education leading to a master's degree, or Master's or Equivalent graduate degree or LL.B or J.D., if related.
    • OR-Combination of Education and Experience for GS-09: A combination of successfully completed graduate education and specialized experience equivalent to the GS-7 level that totals 100% of the requirement for this grade level.


    Specialized Experience for GS-11: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service.

    Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.


    Specialized experience is defined as demonstrated experience:
    1) Interpreting and effectively communicating administrative policies, regulations or procedures to individuals;

    2) Composing complex material for a specialized audience or broad distribution;

    3) Planning and organizing concurrent meetings; AND

    4) Planning and performing administrative activities for an office

    • OR-Education for GS-11: Ph.
    D.

    or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., related to the position.


    • OR-Combination of Education and Experience for GS-11: A combination of specialized experience and education that totals 100% of the experience requirement. Only graduate-level education in excess of the amount required for the next lower grade level may be used to qualify.
