    General Statement of Duties

    Provides human resources expertise in order to develop and implement effective talent management solutions.

    Reports to the Director of Human Resources.
    Qualifications

    Education and Experience:
    Bachelor's degree from an accredited college or university in Human Resources or a related field; plus five (5) years of responsible work experience in human resources management.

    SHRM-SCP or SPHR certification preferred.

    Qualifications:
    Demonstrated knowledge of human resources a including a working knowledge of employment law.

    Demonstrated knowledge in working with collective bargaining agreements in a union environment.

    Demonstrated ability to facilitate effective performance management.

    Demonstrated ability to communicate effectively, both orally and in writing.

    Demonstrated ability in the effective utilization of all components of a Human Resources Information System (HRIS).

    Proven skills in Microsoft Office and industry-related software applications such as Human Resources Information Systems (HRIS).

    Proven ability to work independently, utilizing sound problem resolution and decision-making skills.

    Proven project management skills.

    Demonstrated ability to interact effectively with individual at all levels.

    Proven ability to successfully manage responsibilities in a fast-paced environment balancing shifting demands and completing priorities.

    Proven expertise in the development and implementation of training programs to meet identified needs.

    Proven analytical ability.
    Job Description

    Duties and Responsibilities:
    Manages the administration of the performance review process for all Town employees ensuring that reviews are conducted in a timely and effective manner.

    Assists department heads, appointing authorities, managers and supervisors in addressing performance issues.

    Identifies Town training needs and manages the development and implementation of appropriate training initiatives to meets those needs.

    Reviews requests for new or revised positions and develops appropriate job descriptions.

    Researches compensation, organizational structures, and job descriptions of relevant external organizations and reports findings.

    Analyzes the impact of position changes on job classification and pay grade and makes recommendations to the Director of Human Resources.

    Participates in investigations and pre-disciplinary meetings as required.

    Provides general employee relations counseling and support on a variety of human resource issues.

    Supports Town policy and philosophy.

    Performs related work as required.
    Supplemental Information

    All positions may be subject to an interview process. The Town reserves the right to limit the number of qualified candidates who will be invited to participate in the recruitment, or any part thereof.

    All outside candidates will be required to undertake and successfully pass a pre-employment medical examination, which includes a substance abuse test that includes testing for THC (the psychoactive ingredient in marijuana), given at the Town's expense prior to employment if conditionally offered a part time, full time or safety sensitive position.The Town of Greenwich has implemented a policy of background investigations all full and part time positions prior to hiring as part of the reference checking procedures for outside candidates. The investigation will only be conducted as the last step prior to an offer. Refusal to sign the release form will terminate the candidate's further consideration.
