    Duties & Responsibilities

    • Manages business capture in accordance with NDI policies, procedures, and department instructions
    • Ensures that associated business plan is achieved through strategic and localized customer engagement strategies, requirements shaping and product specialization for end user needs
    • Serves in identification and pursuit of business opportunities with customer base, to include US Government, Foreign Military and Direct Commercial Sales
    • Leads all elements of assigned capture activities from opportunity identification, interest, pursuit, bid and proposal and post submission requirements
    • Plans and directs integration of cross-functional, matrix capture teams from various organizations within the company to achieve business development aims
    • Performs marketing, trade show and advertisement activities as assigned
    • Reviews and approves proposed technical approach, feasibility and customer reactions to proposed solutions with proposal and program management teams
    • Uses proven understanding of DoD acquisition and requirement generation organizations and stakeholders, and emerging requirements to achieve business objectives
    • Assists in developing and marketing new advanced solutions with adjacent business units directed at DoD
    • Assists with development of a detailed annual business development operating plan
    • Assists with developing the business plan that provides the ROI for all the division's IRAD
    • Develops and maintains relationships with senior and mid-level government decision makers with emphasis on border surveillance and security acquirers and users
    • Demonstrates ability to influence and effectively shape customer requirements within the following constituencies: government customer, prime contractor customer, international customers, and partners/suppliers
    • Collaborates with NDI Government Relations on customer engagement strategies and execution
    • Develops and executes business development plans to influence all aspects of new business capture
    • Provides NDI with customer information, planning, analysis, and strategy on each new business pursuit as an integrated presentation for management bid/no bid decisions and for the long-range strategic plan
    • Develops analysis of future customer requirements
    • Leads robust competitive assessments, identifying win discriminators, supporting price-to-win, win themes, and determining resources required to execute new business development activities
    • Provides customer budget analysis across DoD/DHS and International customer budget cycles
    • Provides insight into US and international border security related to NDI programs of interest
    • Provides decisional analysis of customer acquisitions, decision milestones, and practices
    • Supports industry teaming and collaboration across the business areas and industry teammates to accomplish strategic objectives for the mission area
    Requirements

    Minimum Requirements
    • Working knowledge of the US Department of Defense procurement processes, Federal Acquisition Regulations (FARs), Foreign Military Sales/Funded (FMS/ FMF) and International Traffic and Arms Regulations (ITAR)
    • Direct familiarity and experience working with US military requirements, acquisition, and operational agencies
    • In-depth knowledge of the defense security and surveillance marketplace, customer requirements, and mission needs
    • Experience and understanding of forecasting, investment strategy, standard estimating and budgeting practices, capture planning and proposal development
    • Direct experience interacting with customers to define mission needs and translating requirements to engineering and program management personnel
    • Excellent working knowledge of Microsoft Office suite of tools
    • Able to regularly visit customers
    • Travel (OCONUS/CONUS): 25%
    • Ability to influence and effectively shape customer requirements within the following constituencies: government customer, prime contractor customer, and partners/suppliers
    • Candidate must possess and demonstrate excellent communication (written and oral) skills, work effectively with all levels of NDI, industry, and military stakeholders
    • Must be able to prioritize work, complete multiple tasks, and work under deadlines
    • US Citizenship required. Must have, or be able to, obtain a U.S. security clearance
    Preferred Capabilities
    • Foreign military sales experience
    • DoD service (military or civilian)
    Work Experience & Education
    • Four-year college degree and a minimum of seven years of relevant DoD business development or procurement; four years of management experience
