    Essential Functions

    Demonstrates a passion for renewable energy, develops and influences energy policy, and works with residents and businesses to achieve the citys clean energy goals. Serves as the subject matter expert and advisor reviewing and developing energy policy with the Idaho Public Utilities Commission (IPUC). Implements energy programs by procuring renewable energy and increasing customer participation in existing and new energy efficiency programs. Plans, develops, and implements programs and policies to achieve municipal and community-wide energy goals and actions. Identifies emerging issues, plans proactively, and places the city in an advantageous position. Facilitates and participates with multi-stakeholder, task forces, committees, and boards dedicated to improving energy efficiency. Builds relationships and represents the City of Boise professionally on a local, state, regional, and national level. Articulates the citys positions, programs, and leadership with a variety of audiences.

    Develops and maintains professional relationships with key contacts in the energy industry that creates or administers policies or programs that may impact city operations and energy use. Leads city efforts and represents the city when utilities proposed changes, and demonstrates an understanding of utility rate schedules and how they apply to electricity and natural gas bills.

    Works in coordination with the Office of Community Engagement to develop education and outreach strategies that support energy efficiency and renewable energy adoption by residents and businesses. Conducts research, analyzes information and data, synthesizes findings into clearly written informative strategy recommendations, fact sheets, and presentations. Generates reports and track progress toward city energy and climate goals, including greenhouse gas emissions, carbon footprint, energy, natural gas, and fuel use. Develops, implements, and refines communication strategies and plans to meet current and future City of Boise and customer needs. Conducts and interprets analyses to understand the impact of education and outreach strategies.

    Provides technical assistance and consultation for city departments to identify and execute energy-saving strategies and renewable energy projects. Supports an energy team, tasked with evaluating energy-using systems in city operations, including buildings employee behavior, and operations. Maintains strong lines of communication between the Environmental Division and key staff in other departments. Motivates city departments to prioritize energy use reductions and renewable energy, while considering city culture, budget process, and decision-making processes.

    Identifies financial incentives, grants, and other resources outside of the city that leverage staff time and funding to achieve energy efficiency and renewable energy goals. Evaluates renewable energy resources and leads the citys effort in procuring solar infrastructure and other renewable energy infrastructure to reduce the citys carbon footprint.

    Requirements

    Required Knowledge, Experience, And Training

    + Bachelor's degree in environmental sciences or management, public administration, natural sciences finance, engineering or other related field, and

    + 5 years relevant professional experience developing, supervising and/or managing environmental, energy or sustainability programs with increasing responsibilities for program development and management, with

    + 3 years of experience performing in a supervisory capacity, or an equivalent combination of education and/or experience.

    + Program manager with strategic planning and project prioritization experience.

    + Functional knowledge of municipal energy, climate, or sustainability programs.

    Ability to:

    + lead technical problem solving;

    + engage and empower staff to deliver quality work;

    + work in partnership with city departments, businesses, outreach groups, and regulatory agencies;

    + analyze and interpret data, program efficacy, and anticipate potential impacts;

    + display an attitude of cooperation and work harmoniously with all levels of city employees, the general public and other organizations;

    + identify and prioritize program needs;

    + communicate effectively in the English language at a level necessary for efficient job performance;

    + perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation.

    Individuals must be capable of operating vehicles safely and have an acceptable driving record.

    Preferred Knowledge, Experience, And Training

    + Master's degree in environmental science or management, public administration, natural sciences, finance, engineering, or other related field, and

    + 7 years' progressively responsible experience supervising and managing environmental, energy, or sustainability programs with increasing responsibilities for program development and management, and

    + 4 years in a supervisory capacity.

    + Formal training or education in public administration and project management.

    + 3 years of specific experience implementing municipal energy, climate, or sustainability programs.

    + Knowledge and experience with energy issues in Idaho, with Idaho energy utilities and with the Idaho Public Utilities Commission.

    Licensing And Other Requirements

    + Valid driver's license
