Sr Project Manager, St. Luke’s Health System 12/2021 – Present
As a senior project manager working in the Office of Clinical Integration Excellence; I managed thirteen (13) major system-wide transformational initiative projects in surgical, safety, quality, process improvement and construction portfolios. These project team leaders and members created a Safety Policy applying to every employed and contracted affiliate with St. Luke’s; trainings for staff, leaders and providers; a Just Culture Review Council/Committee; a comprehensive immersive training on causal analysis and implemented root cause analysis processes in three departments; a Safety Learning System to review opportunities for improvements; and construction of a state of the art 400,000s.f. Consolidated Service Center. The Performance Metrics project includes the basis for measuring the actual improvements of the overall effort. I transitioned into several core, project and subgroups composed of senior leadership. Having completely delivered five projects and due to reorganization of the department I am ready for new opportunities and growth.
Federal and State Programs Manager, Idaho Transportation Department 12/2018 – 03/2021
As a project and programs manager working at headquarters of the Idaho Transportation Department, Highways Section, Division of Engineering Services, Contracting Services department; I managed five major programs during this time: Innovative Contracting, Americans with Disabilities program, Air Quality Program, Transportation Alternatives Program and the Idaho Rural Partnership program. I managed approximately $15,000,000 in federal, state and local funding across approximately 250 projects. I am proficient creating processes that build transportation infrastructure through the development process as well as the State, LHTAC, ACHD and city lead public processes. I believe my greatest talent is managing relationships, building trust and earning value through partnerships and effective teams. Risk Mapping Assessment & Planning Program Manager, Idaho Homeland Security 10/2010 – 12/2018
Managed the Idaho Cooperating Technical Partner (CTP) program in the State of Idaho. Risk MAP is a Science and Technology Research and Development program funded by a 100% federal grant through FEMA Region X. I became practiced at providing technical and policy assistance to state, local, tribal and other federal agencies regarding programs and policies. I served as the FEMA regional program expert on all hazard risk assessment and acted on behalf of the State of Idaho as an intermediary between local communities and FEMA and works to create collaborative and sustainable programs directly related to emergency planning, training and preparing. Received and provided trainings at national level tradeshows, conferences & the Emergency Management Institute. I assisted in the development of federal interagency and state and local capabilities assessment guidance and procedures, such as the Idaho Silver Jackets. Analyzed federal interagency and state/local exercise reports, grant monitoring visit outcomes, nationwide reviews, assessments, training and exercise plans and gauged and developed the level of operational readiness across all homeland security mission areas. I worked to identify and supporting opportunities to engage whole community partners to foster best practices and strategic approaches in order to build a culture of preparedness. I was responsible for planning product prototypes, research and development, benchmark development and early demonstration projects including scoping, development, personnel, and monies. I was responsible for managing all activities including providing direct briefing top level leadership at the state level.
Aviation Planner, T-O Engineers, Inc. 02/2010 – 05/2010
As a professional practicing aviation planner, I created Airport Master Plans, Airport Layout Plans and general aviation consulting services to the airport sponsor in conformity with the Federal Aviation Administration (FAA), State and local regulations. Airport planning and design included demonstrated compliance with the National Environmental Policy Act (NEPA). Skills include advanced forecasting techniques addressing future demand on the airfield including aviation activity, Transient/Local trips, Aircraft type, hanger/tie-down capacity and land side considerations. I also gained experience designing runway and taxiway configurations, reading Instrument Approach Plates, reviewing zoning ordinance language and land use compatibility around the community, in accord with FAA agreements. I was laid off after only a few short months due to lack of work.
Owner, Knowledge Management Industries LLC 03/2009 – 11/2021
I started KMI when laid off in order to compete for business-to-business opportunities while seeking full time work. KMI performed several short-term temporary projects involving business, marketing and strategic plan development, analysis using a Geographic Information System and project management. KMI performed diverse work for over 25 clients and conducted business internationally; marketing dehydrated potato projects in Singapore. I learned to perform dynamic job duties where applied learning, adaptability and applying effective time management strategies enabled KMI to be very successful. I also became proficient at reading, writing and interpreting complex contracts where deliverable timelines and quality assurance and control were stringently enforced. I learned that meeting the expectations of the client is critical and became a much better communicator through my work at KMI.
Comprehensive Planner, City of Boise 03/2007 – 05/2009
As a professional practicing comprehensive planner for the City of Boise I was responsible for managing several projects. The majority of these tasks included asset management projects, strategic planning, forecasting, planning and zoning with representation at regional working committees and boards. I participated and led several interdisciplinary teams; one of these teams was charged with creating a User Needs Assessment Study that identified specific Information Technology Systems that need be provided to meet the needs of all Boise City employees (over 2,000), as well as meet the goals, objectives and tasks of the City Business and Strategic Plans. Comprehensive and current planning activities included regular review of Environmental Species Act (ESA) and NEPA documents regulating the floodplains, riparian areas and native endangered species found in Boise. I am highly skilled at building strategic working relationships in a variety of groups and performing project management functions in a variety of environments. I was assigned the Foothills Planning Area as my geographic area for the Blueprint Boise Comprehensive Plan update, additionally advising Transportation, Parks and Recreation, Land Use chapters. I managed numerous Neighborhood Reinvestment Grants for a variety of projects, ADA compliant cross walks. I was laid off, with nine others from my department, on account of the shrinking city budget.
Transportation Planner, Ada County Highway District 12/2005 – 03/2007
As a professional practicing transportation planner for the Ada County Highway District, during the peak of the recent real estate development cycle, I was responsible for processing development applications that entailed exercising many project management responsibilities. I regularly provided technical services related to environmental engineering best practices and regularly worked with natural resource management, NEPA and ESA regulations. Development applications must be coordinated with the District’s maintenance schedules, work plans and capital improvement plans. I exercised applied learning, adaptability, time management, contributing to team success, innovation and building strategic working relationships between affected developers, neighbors and utility providing entities. I refined my communication, organizing and scheduling skills to satisfy the administrative processes that are required by federal, state and local law.
Executive Director of Student Affairs, Boise State University 05/2004 – 05/2005
As the executive director of Student Affairs for the Associated Student Body of Boise State University (ASBSU) I was responsible for coordinating the activities of over 160 student organizations within the University. During this time, I chaired the Student Union Board of Governors, which is responsible for overseeing the activities of the student body, its budget and leadership. The ASBSU President directed me to focus my activities on building value in the existing interactions of student organizations, coordinating activities, scheduling collaborative events and establishing a communication link between groups advocating different interests. I honed my communication skills and became proficient at building trust and collaboration contributing to team success meant gaining commitment from different stakeholders to unify the student body as a whole under the ASBSU. I completed this service contract.
Program Coordinator, Boise State University 05/2002 – 05/2004
As a program coordinator for the Student Programs Board of Boise State University I received formal training, coaching and experience in project management. I was the Lecture Program Chair and programmed two annual lecture series at the University. This task included the planning, organizing, coordinating and Earned Value Management (EVM) for each event. I was the project manager for these events and had complete control in all aspects of budgeting, content, scheduling resources and time management. I have planned numerous events ranging in size from multi-day regional conferences on Homeland Security to small gatherings of 10-15 students to learn and discuss alternative energy. I completed this service contract.
