    This position provides advanced professional knowledge and skills to analyze, design, and develop project and data management procedures for the Behavioral Health Division (BHD). The position serves as a management analyst in BHD working on projects that span across the Behavioral Health, Housing Support Services and Deaf and Hard of Hearing Service (BHDH) and Health Care (HCA) Administrations, including designing systems and procedures to 1) establish Minnesota Health Care Provider (MHCP) reimbursement rates and quality incentive payments for behavioral health providers, 2) manage behavioral health provider data collection, analysis and reporting which is a condition for making Minnesota Health Care Programs (MHCP) payments and grant awards, and 3) lead development and continuous quality improvement project phases.

    The position will design procedures to establish payment rates for publicly funded behavioral health benefits, including MHCP-covered services, consistent with federal regulations, the State Medicaid Plan, legislative requirements, rate-structure principles, and Behavioral Health Division (BHD) policy goals. In performing this purpose, the incumbent will exercise expertise in established and innovative rate-setting and quality incentive methodologies, as well as project management and continuous quality improvement methodologies.

    Utilizing project management and communications skills this position will convene and align the expertise, efforts, and resources of multiple policy and research areas across BHDH and HCA to support alternative purchasing and integrated services delivery reforms of the BHD.

    This position is required to plan, develop, and maintain both internal and external facing tools to achieve integrated services initiative goals. This position focuses on working with and supporting numerous stakeholders including fellow staff, BHD teams, and department leads across divisions and administrations as necessary to complete the work.

    Some responsibilities include, but not limited to:
    • Provide business area project management to the Integrated Services Policy, Crisis Services Policy, and Special Projects Unit for systems related projects. This includes process development, continuous quality improvement, communications, and technical support to ensure uninterrupted service delivery and payment to service providers, counties, tribal nations.
    • Provide technical expertise and communications support to the Integrated Services Policy, Crisis Services Policy and Special Projects policy team members, supervisors, and managers.
    • Plan, coordinate and manage assigned projects, ensuring that fee-for-service reimbursement rates are adjusted according to state/federal laws and DHS policies. This includes process development, communications, and technical support to fiscal and rates policy staff across BHDH and HCA.
    • Develop and maintain professional knowledge base required for this position and related professional and inter-personal skills.
