Job Summary:
The Fire & Emergency Services Program Manager works under the general supervision and guidance from the Construction and Facilities Management Office (CFMO) and is responsible for coordinating and collaborating with installation Fire Chiefs in the administration and direction of the overall fire prevention, safety, training, and life safety programs. works in close collaboration with the Occupational Safety, Risk management and Anti-Terrorism/Force Protection programs throughout the state of Arizona. This position is the Arizona Army National Guard (AZ ARNG) Fire and Emergency Services (FES) budget program manager, fire protection inspector and subject matter expert who will provide technical assistance to the AZ ARNG on fire prevention projects/response, building projects/construction plan reviews, and internal management controls and compliance.
Job Duties: Responsibilities include:
• Perform FES inspections to include but not limited to (Building and facility Risk Surveys, Fire extinguisher validations, alarm / suppression systems and equipment). Serves as the fire prevention program training coordinator for building facility managers and DEMA employees. Records and manages installations DA5381 inspections, creates standardized format with routing mechanism and follow up process.
• Assist in the development, operation and sustainment of effective fire prevention/inspection, safety, and training programs. Establishes and maintains the fire prevention program to include standardized building fire inspections and reporting throughout state, except for Camp Navajo (CN) and Silver Bell Heliport (SABH). Collaborate with Fire Chiefs at both facilities but Fire Chiefs at each location will be responsible for managing their own operations.
• Achieves code compliance improvement by addressing concerns from the Installation Fire Chiefs and recommending actions to correct unsafe conditions to facility managers. Can establish FES related contracts and agreements as needed for improvement in notification, suppression and response and to conduct FES related inspections and for problem resolution. Serve as the FES Agency Having Jurisdiction (AHJ) / technical advisor to assigned region for the ARNG on fire prevention program.
• Coordinates and collaborates with administration and Fire Department chiefs at Camp Navajo and Silverbell Army Heliport, and other local and state agencies to mitigate risk in fire prevention/management programs. Maintain close working relationship with operating officials to enhance synergy and mechanisms of resolving difficult or controversial fire prevention programs.
• Ensure that fire protection procedures and equipment are established and maintained on PPMR and outlying areas of operation. Assists in creating policies, procedures and Mutual aid Agreements with surrounding municipalities/ fire department cooperative response plans in support of the AZDEMA - FES Division within assigned region to include training on specialized systems such as AFFF.
• Recommend, advise and implement new policies directly with NGB relating to FES National Response Framework for local, state and federal jurisdictions. Reviews, amends and implements local, state and federal codes as needed with special adaptation of standard fire prevention practices and procedures to meet regulatory framework.
• Provide state review and coordination for code enforcement of structural fire prevention/protection building plan review on remodeling, or new construction to include research, organization, and development of final reports. Works in close coordination with the AZ ARNG Safety office.
• Administrative management of state FES work orders, Hazlogs, related contracts and vendor projects (scope of work review and compliance, scheduling, repair reports, inspection reports and audits, inventories, invoices). Review state FRAGOs to identify FES related tasks and coordinate efforts via the FOS with regional fire chiefs for training requirements and reporting. Provide hot work permits.
• Coordinates and collaborates with administration and Fire Department chiefs at Camp Navajo and Silverbell Army Heliport, and other local and state agencies to mitigate risk in fire prevention/management programs.
• Develop written documentation in support of internal and external regulations, policies and procedures adhering to local, state, national, Army, and DOD code compliance, to include implementation of state FRAGO requirements. Conducts review and coordination for FES related contracts and agreements to ensure accuracy and compliance with current governing policy and regulation.
• Serve as the Fire Response Coordinator with local fire department in area of operation. Conduct reviews and coordination for FES related contracts and agreements to ensure accuracy and compliance with current governing policy and regulation.
Knowledge of:
• Fire fighting for structural response to the company officer level for tactics and strategy.
• All aspects of fire-fighting, Crash/rescue and wild-land.
• Hazardous material incidents to the operations level as well as legal responsibilities.
• The legal responsibilities and local protocols of emergency medical services.
• The Uniform Fire Code and the National Fire Protection Association Standards for plan reviews and fire/arson investigation.
• Clear understanding of local, state and federal regulations bearing impact on effective operations, to include: DoD , AR 420-1, Unified Facilities Criteria, and OSHA regulations.
• Different types of fire equipment and apparatus.
• Safety procedures in working with potentially dangerous fires and hazardous materials.
• Codes, standards and regulations pertaining to the repair, modification and replacement of fire services, fire sprinklers and apparatus.
• Specialized building automation fire controls and their respective systems. After-market electronic/electrical equipment used in the fire prevention industry.
• Fire systems plans and schematics.
• General accounting practices and program budgeting.
Skilled in:
• Reading and understanding fire prevention blueprints and schematics.
• Proficient in the use of various fire prevention code manuals and testing equipment including but not limited to: cut off saws and jaws of life.
• Diagnosing and troubleshooting fires and hazcom materials situations and keeping fire fighters and the public safe.
• Ability to develop strategies to prevent and or mitigate potential fire hazards.
• Effective verbal and written communication skills.
• Effective interpersonal techniques.
• Computer skills software; Microsoft, e-mail, etc.
• Presentations, and public speaking abilities.
• Collecting and organizing large quantities of data, developing tracking tools and collaboration efforts in producing detailed specialized reports.
Ability to:
• Plan, manage, and implement a comprehensive program of fire protection and prevention.
• Diagnose/ troubleshoot fire detection, suppression and monitoring systems and coordinate with Contract-vendors.
• Understand the principles, practices and procedures of fire protection and prevention.
• Work In partnership with state and federal organizations in the fire protection and prevention fields.
• Make sound decisions, maintain composure, and communicate clear concise instructions during high-stress emergency situations.
• Drive/operate a vehicle.
• Read, write, speak and understand the English language.
• Compose detailed written reports.
• Perform heavy lifting and have physical dexterity to climb and maneuver in tight spaces.
• Provide effective training.
• Effectively instruct educational and training courses.
Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described, i.e. Emergency Management, Fire Science, Public Safety coursework. UFC cert. etc. The preferred candidate should be Fire Fighter 1 & 2 Officer or 5 yrs experience as a Fire Chief, or Fire inspector and have the training as an ACAMS Arson Investigator.

• This position requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code .)

• Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 1 investigation for the purpose of obtaining a Common Access Card (CAC) within one year of hire.
• Must have the following certifications upon appointment to position: Hazardous Materials Awareness at the operations level, Fire inspector 1.
