ABOUT THIS POSITION:


The City of Phoenix Community and Economic Development Department (CED) has an exciting and unique opportunity for a leader in marketing and communications to join their dynamic and impactful team.

CED implements the Phoenix vision for prosperity in America's fifth largest city, and is seeking an innovative leader in marketing to join the team in executing this mission.

The Marketing Program Manager will be the leader of the Community and Economic Development (CED) Marketing and Research Team.

CED is a dynamic and fast paced environment with a broad range of economic development services and high priority projects.

M&R projects range from internal to external customers locally, nationally, and internationally.


This workgroup supports several divisions:

Business Attraction, Business Retention and Expansion, Community Development, International Relations/Phoenix Sister Cities, Management Services, Grants/Procurement and Business and Workforce.

This Marketing Program Manager position is a unique role that requires one to not only lead a team but also be CED's internal and external representative.

This supervisory position has been created to oversee, manage, develop and coordinate CED's marketing, communications, graphics, and research needs for projects and programs.


Essential Functions include:

  • Develops marketing and communications strategies including schedules for public and private engagement of economic development projects.
  • Analyzes research and marketing needs for economic development projects.
  • Coordinates and develops communications and marketing plans for business assistance, business retention, and workforce development efforts.
  • Solicits marketing and advertising proposals from consultants.
  • Negotiates marketing and communications contracts with vendors.
  • Organizes, monitors, and manages the activities of functional operation units within the City impacting research and marketing of economic development projects.
  • Performs marketing and communications ombudsman duties with City Departments on behalf of economic development projects.
  • Prepares reports on marketing and communications activities for administrative and City Council decisionmaking.
  • Meets and works with committees, special interest groups, nonprofit organizations, and neighborhood groups concerning economic development issues and problems.
  • Maintains regular and reliable attendance.
  • Demonstrates superior seamless customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activity.
  • Works more than forty hours in a workweek without additional compensation to perform assigned job duties, including weekends, evenings, early morning hours, and holidays as required.
  • Supervises the Marketing & Research Team including providing guidance and direction such as strategic goal setting and performance monitoring.

IDEAL CANDIDATE:

Knowledge of

  • Principles, techniques and objectives of public information and public relations.
  • Principles, techniques and objectives of marketing and promotion.
  • Contract management and negotiation.
  • Principles of supervision and leadership.
  • Experience with Adobe Creative Suite (InDesign, Illustrator, Photoshop), Arc-GIS, CorelDraw, or other equivalent software programs.
  • Current trends in the economic development, real estate, or marketing industry.

Ability to:

  • Work cooperatively with leaders of the industry, local and state government, civic and business organizations, and other City employees.
  • Develop and implement an effective marketing strategy for a wide variety of economic development programs.
  • Deal tactfully and work effectively with people and varied management levels.
  • Perform a broad range of supervisory responsibilities over staff to train, organize, assign staff to meet deadlines.
  • Compose various forms of professional written and verbal communication including radio ads, television scripts, reports, articles, news stories, brochures and more.
  • Work safely without presenting a direct threat to self or others.

SALARY:


Pay Range:
$88,691.20, - $137,592.00 annually.


Hiring Range:
$88, $107,806.40 annually.

  • Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
