The
Manager, Program Controls plays a key role in Valley Metro's Capital Development Division.

The monitoring and controls function of the capital program ensures on-time and on-budget delivery of high-quality infrastructure projects for our customers and member agencies.

Valley Metro has a diverse portfolio of capital projects; including, but not limited to, light rail and streetcar extensions, park-and-rides, bus operating and maintenances facilities, zero emission fleet infrastructure, and critical state of good repair initiatives.

The
Manager, Program Controls will report to the Deputy Chief, Program Controls in the Capital Development Division and will play a key role in the planning, design, and construction of these exciting transit projects.


The
Manager, Program Controls** is responsible for all cost, management, risk management, schedule management and estimating efforts associated with Valley Metro capital projects.

Responsibilities include managing construction project schedulers, cost engineers, estimators, maintaining and enhancing the integrated cost/schedule control and earned value systems, monitoring and reporting program and project status, identifying and analyzing performance trends, contingency tracking, forecasting cost and schedule results, participating in change control, performing lead role in the analysis and owner case preparation for contractor time related impact claims, and preparing a variety of text and graphical cost and schedule reports.


Minimum Qualifications & Requirements:


  • Bachelor's Degree in Engineering, Construction Management, Public Administration, Business or related field
  • Six (6) years of experience in performing project control functions for major capital infrastructure projects within a transit agency, government agency, or engineering or construction management organization
  • Two (2) years of supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties such as those listed below
  • Light Rail Transit project experience is preferred_

Background Investigation:

  • Employment is contingent upon the results of a background check
  • Valid Arizona's Driver License

Other duties may be added, or this description amended at any time.- Oversees, prepares and/or reviews cost estimates and budgets, prepare reports to document planned versus actual budget performance, conduct and interpret earned value, monitor trends, prepare cost forecasts, and reconcile project control system actual cost data with the Finance Division cost accounts. Utilizes Critical Path Method (CPM) scheduling techniques and practices to develop and maintain cost-loaded, quantity loaded and resource loaded capital program and project schedules, which accurately depict major activities, durations, milestones, and relationships. Reviews the contractor's monthly schedule submission with progress in the field. Prepares a written report for Valley Metro including graphical representations of the contractor's ability to achieve the overall project goals. Prepares Time Impact Analysis reports for all contractor requested extensions of time. Maintains the project risk register to capture, monitor and mitigate potential risks that are associated with the project, including third party risks. The risk register will be reviewed with all major stakeholders on a monthly basis and mitigation plans will be conveyed to the appropriate risk managers. construction projects to ensure compliance with policies, procedures, plans, and specifications. Supervises the work and work products of engineering staff and consultants and/or related project contractors ensuring quality work products and timelines are met. Develops objectives, assigns and monitors work, and evaluates employee performance relating to objectives, standards, policies, procedures, and laws.
