    Board Relations Specialist - Seattle, United States - Sound Transit

    Salary range is $26.44/hour to $62.50/hour, with a midpoint of $40.87/hour.

    New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

    Retirement Plans:

    Paid Time Off:

    Employees accrue 25 days of paid time off annually with increases at four, eight and twelve years of service.

    Employees at the director level and up accrue additional days.

    We also observe 12 paid holidays and provide up to 2 paid floating holidays and up to 2 paid volunteer days per year.

    GENERAL PURPOSE:
    Under general direction, the Board Relations Specialist provides professional staff support to the Board of Directors; researches and prepares information and materials for members; coordinates committee's work with the chair, committee members, and Agency staff; coordinates and participates in development and update of Board policy; ensures regular review and updates of existing policies as the result of changes in applicable state and federal laws and regulations and other Board policies; provides recommendations for new policies as delegated; provides direction, guidance, consultation, research, analysis, and writing services to Agency staff in preparing legislative documents for internal review process and Board use in its decision-making process; assists in the development agendas and coordinates meeting materials for Citizen Oversight Panel (COP) meetings; coordinates and prepares Board correspondence with Board members and Agency staff; and serves in the place of the Board Administrator in his/her absence; assumes authority to accept service of legal process

    ESSENTIAL FUNCTIONS:
    The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

    Provides support for the Board, committees, subcommittees, and task forces; prepares Board and Committees agendas and minutes; researches and prepares information for members; coordinates material distribution; supports Board and committee chairs and key staff during meetings; following meetings, follow-up on Board member requests; completes the official meeting minutes; and maintains records for the committee; ensures that official records are maintained in compliance with state laws and regulations and Agency policy and procedures; and responds to and ensures Agency staff responds to Board members requests and questions.

    Coordinates and participates in development and updates of Board policy; ensures regular review and updates of existing policies as the result of changes in applicable state and federal laws and regulations and other Board policies; provides recommendations for new policies; and advises Agency staff, outside agencies, and the general public on current Board policies.

    Provides direction, guidance, consultation, research, analysis, and writing services to Agency staff in preparing legislative documents for internal review process and Board use in its decision-making process; updates and develops new processes, training materials, and forms for internal use and for the Agency in coordination with Board Administration staff.

    Ensures materials are accurate, consistent, and compliant with Board policy and direction; performs a full range of data tracking functions; prepares reports, develops standardized reports and new report functions for better research opportunities; develops consistent terminology for better utilization of database and standardized reports; and tracks proposed Board legislative actions.

    Coordinates Board Administration functions for the Citizen Oversight Panel (COP) by assisting in the scheduling of meeting topics, preparation of orientation materials; administering the recruitment and appointment process for COP members; coordinating responses to COP correspondence; and ensuring information on the COP and its members is available to the public and agency staff.

    Tracks, writes, and coordinates responses to correspondence addressed to the Sound Transit Board to ensure timely, accurate, and informative responses from Board members or Sound Transit employees, and ensures responses correlate to the overall Sound Transit communications efforts.

    Administers the internal and external website for the Board Administration Division; develops internal website to provide a location for Agency staff to obtain information related to Board Administration, internal processes, legislative document review processes, past Board actions, general guidelines, and forms; provides training to Agency staff on the website and website development software; monitors future costs of software and costs related to search capability function hosted by outside consultant.

    Coordinates Agency staff on preparations to hold public hearings; develops script for presiding officer; creates forms; and arranges for court reporter.

    MINIMUM QUALIFICATIONS:

    Education and Experience:
    Bachelor's degree in Business Administration, Public Administration or closely related field and four years of experience providing administrative support in a legislative or business environment; OR an equivalent combination of education and experience

    Required Knowledge and Skills:
    Operational characteristics, services, and activities of a Board Administration program.
    Board Administration operating procedures and related policies and procedures.
    Past Board actions related to Agency policy.
    Pertinent federal, state, and local laws, codes, and regulations.
    English usage, spelling, grammar, and punctuation.
    Principles of business letter writing and basic report preparation.
    Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
    Report preparation.
    Principles of customer service.
    Basic project management techniques.
    Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.

    Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.

    Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
    Performing administrative and analytical work associated with performing a full range of duties within the Board Administration Division.

    Consulting and assisting divisions and staff on the development of legislation to be presented to Board members for consideration and action.

    Researching complex issues and developing relevant responses supported by established policies and precedents.
    Updating, creating, and maintaining webpages as assigned.
    Providing information and organizing material in compliance with laws, regulations, and policies.
    Preparing and analyzing complex data and comprehensive reports.
    Maintaining confidentiality and communicating with tact and diplomacy.
    Responding to inquiries and in effective oral and written communication.
    Researching, analyzing, and evaluating new service delivery methods and techniques.
    Applying project management techniques and principles.
    Working cooperatively with other divisions, Agency officials, and outside agencies.
    Performing administrative duties independent of direct supervision and working effectively under pressure, meeting deadlines, and adjusting to changing priorities.


    Physical Demands / Work Environment:
    Work is performed in a hybrid office environment.

    Position is responsible for setting up room and preparing/distributing documents for the Board/Committee meetings; may be subject to bending, grasping, hearing, pushing, pulling, reaching, talking, seeing, and carrying and lifting of objects up to 25 pounds.
